Концептуальні засади державної політики мінімізації загроз інтелектуальному потенціалу України

Abstract

Розглянуто концептуальні засади державної політики мінімізації загроз інтелектуальному потенціалу України, що є складовою загальнодержавної безпекової політики. Дано авторське визначення цієї політики, окреслено її тактичні та стратегічні цілі, інструментарій і функціональні завдання. Обґрунтовано загальнонаукові й організаційно-управлінські принципи, що стали початком запропонованої державної політики. Зазначено, що проведення державної політики мінімізації загроз інтелектуальному потенціалу України реалізується через механізм протидії загрозам, що є динамічним структурно-функціональним комплексом заходів, спрямованих на недопущення потенційних загроз або нейтралізацію (мінімізацію, ліквідацію) реальних загроз інтелектуальному потенціалу держави. Розкрито сутнісні характеристики цього механізму, класифіковано основні функції, які він виконує залежно від ступеня виникнення чи реалізації загроз. Аргументовано, що дія механізму протидії загрозам інтелектуальному потенціалу України виявляється через здійснення комплексу заходів правового, інформаційно-аналітичного, фінансово-економічного, організаційно-управлінського та соціального характеру. The article describes Conceptual Principles of State Policy for minimizing threats for intellectual potential of Ukraine which is a part of national security policy. The author gives definition of this policy, outlines its tactical and strategic objectives, instruments and functional tasks. General scientific, organizational and managerial principles that became the departure point of the suggested policy are grounded in the article. The stages of formation of this policy and its implementation in two phases – active and passive are described in the article. It is pointed out that the state policy of minimizing threats for intellectual potential of Ukraine is realized through the mechanism of counteraction to threats and that has dynamic structural and functional measures aimed at avoiding potential threats or neutralizing ( minimizing, eliminating ) the real threats to intellectual potential. The essential characteristics of this mechanism are revealed, the basic functions that it performs depending on the degree of occurrence or threats realization are classified. It is indicated that the function of development is foresees providing an active security policy; the features of preventive actions are revealed through a set of preventive measures to avoid the realization of threats; active protection functions are implemented through active actions related to operational decisions; liquidation functions are reduced to carrying out specific actions to establish the volume of losses and their compensation. It is proved that the action mechanism of countering threats to intellectual potential of Ukraine is expressed through the implementation of measures of legal, information-analytical, financial, economic, organizational, managerial and social issues.
