Інституціоналізація безпеки суб’єкта економічної діяльності регіону: внутрішній і зовнішній виміри

Abstract

Розглянуто основні теоретичні аспекти дослідження інституційного забезпечення безпеки суб’єктів економічної діяльності в регіоні. Визначено поняття інституціалізації безпеки суб’єкта економічної діяльності регіону, окреслено її внутрішні і зовнішні виміри. Встановлено проблеми взаємодії мо- ральних і правових регуляторів економічної діяльності, сформованих упродовж радянської доби функціонування господарства України та окреслено шляхи подолання дисбалансів в інституційному регулюванні безпеки господарської діяльності. The basic theoretical aspects of the study of institutional ensurance of the security of the subjects of economic activities in the region are considered. The concept of the institutionalization of the safety of the subject of economic activity in the region is defined, its internal and external dimensions are outlined. Institutionalization is the formation, operation and transformation of the structures (institutions) that ensure the safety of the subject of economic activity in the region.Conventionally we can distinguish internal (moral) and external (legal) limiters and regulators of the subjects of economic activity in the regions. External regulators and limiters dominated in the command-administrative system. Due to this fact the internal regulators partly become deformed. The basis of the functioning of the market economy, which Ukraine is now trying to build, is pragmatic rather than moralizing doctrine. Morality and labour ethics are present there not directly, but in mediated way through subtle regulating structure of social consciousness. The problems of interaction of moral and legal regulators of economic activity formed during the Soviet age of functioning of economy in Ukraine are established and the ways to overcome imbalances in institutional regulation of safety of economic activity are outlined. The main direction of changes is the increasing role of internal control (conscientious and moral component) and reducing the role of external factors (legal component). In spite of permanent changes in the structure of the institutions of the society, it is quite conservative and inert structure. And for transformational changes of the system of values, significant periods of time are required, because the changes in public consciousness occur slowly. Customs, traditions and stereotypes that form the basis of the institutional structure of the society are changing according to the changes of generations.
