Сталий розвиток вітчизняної економіки як основа екологічної безпеки у контексті ресурсозбереження

Abstract

Здійснено огляд сучасної концепції сталого розвитку, досліджено основні принципи, параметри та аспекти сталого розвитку, висвітлені проблеми раціонального використання природних ресурсів і реалізації відповідної політики енерго- та ресурсозбереження. Сформовано комплекс напрямів, реалізація яких у межах державної політики сприятиме активізації ресурсо- та енергозбереження. The article provides a review of the modern concept of sustainable development, examines the baseline for sustainable development and guidelines of sustainable development models that focus on environmentally friendly and resource and energy saving technologies. The basic strategic trends ensuring economic, environmental and social imperatives of sustainable development of the world economy are analysed. The relevance of natural resource management and implementation of appropriate policies for energy and resource saving is established in the context of sustainable development of the national economy. It is noted that sustainable development proclaims the need to respect a land tenure system that would ensure cost-effective, environmentally sound and socially equitable use of land resources. The article also states that there are still no clear mechanisms for practical implementation of the principles of sustainable development, including land use, at the methodological and regulatory level. The focus is made on forming and implementing public policies for sustainable water use, which are intended to promote coordinated and concerted activities of all participants in water relations aimed at resolving problems of water resource areas, including the reforming and development of water services. The concept of forest management is defined based on sustainable development, which ensures the maximum performance of business-and-economic and social-and-ecological functions while maintaining biodiversity and sustainability. The mineral resource sector of Ukraine is assessed within the sustainable national development system in modern conditions of globalization and integration processes. It is noted that the issues of energy efficiency that constitute key problems of the implementation of energy policies around the world have not become centre of constant attention at the state level. The article analyses the national regulatory framework to stimulate production of electricity from alternative energy sources and prospects of implementing an energy efficiency program with a strong ecological character. A complex of areas is formed the implementation of which as part of public policies will promote resource and energy efficiency.
