Типологія сучасних моделей державного регулювання економічної безпеки реального сектора економіки

Abstract

Зауважено, що забезпечення економічної безпеки визначається загальною моделлю державного регулювання економіки. Досліджено основні концептуальні моделі економічної безпеки реального сектора економіки та наведено їх сутнісні характеристики. Здійснено систематизацію моделей економічної безпеки залежно від періодів економічного розвитку держави та визначено, що, відповідно до фази економічного циклу, роль держави у забезпеченні економічної безпеки національної економіки може бути активною, помірною або пасивною. The article deals with the different types of the state roles in ensuring economic security than can arise in the economy. There are clarified the basic modern theoretical models of state regulation in the sphere of economic security, and the preconditions of their forming are determined. Also, there are determined their signs, characteristics, interaction and particularities of the life-cycle conception. The analysis is made upon the most spread models of state regulation in the sphere of economic security in the context of their adjustment and development (evolution) as governmental models in the system of the State Administration in such countries as Ukraine, US, EU, China, Brazil, and Russia. There are three types of the state roles in ensuring economic security in the world: active, passive and moderate. Active role is used for a phase of economic growth. Passive role is observed for a phase of recession and economic crisis. And moderate role is used for a phase of high economic development. The traditional approaches of state regulation in the sphere of economic security, the concept of economic security, role of government in ensuring economic security are described in details. The research of general trends and features for these models of state regulation of economic security was made, an opportunity to identify effectiveness to apply new approaches to reform public administration system in Ukraine was shown. General trends and characteristics of these models of state regulation of economic security to determine the feasible effectiveness in the application of new approaches to public administration reform system in Ukraine were studied.
