Актуальні проблеми впровадження в органах національної поліції України моделі поліцейської діяльності, керованої аналітикою

Abstract

У статті аналізуються актуальні проблеми впровадження в органах Національної поліції України моделі поліцейської діяльності, керованої аналітикою. Розглянуто окремі аспекти використання інформаційно-аналітичних програм у діяльності правоохоронних органів. Визначено, що кримінальний аналіз є специфічним видом інформаційно-аналітичної діяльності правоохоронних органів, який полягає у перевірці та оцінці інформації, її інтерпретації, встановленні зв’язків між даними, що отримуються у процесі виявлення, припинення та розслідування злочинів, і мають значення для оперативно-розшукової діяльності й кримінального провадження, з метою їх використання правоохоронними органами та судом. Вивчення різних аспектів використання кримінального аналізу дозволяє визначити пріоритетні заходи для подальшого розвитку цього напрямку боротьби з кримінальними правопорушеннями. Paper analyzes the issues of an implementation of Intelligence-Led Policing into the National Police of Ukraine. Several aspects of the use of information and analytical programs in the activities of law enforcement bodies are considered. The main objective of the criminal analysis is to strengthen mechanisms for preventing, detecting, documenting and investigating crimes, as well as strengthening of mechanisms for crime monitoring, information exchange at the regional and international levels on trends and risks in this area. The European Union Advisory Mission (EUAM) of Ukraine supports the implementation of Intelligence- Led Policing/ILP into the National Police of Ukraine. The ILP is a model of police activity, according to which operational-analytical information/intelligence serves as the basis for conducting operations/investigations, and not vice versa. This model allows to reduce material costs and crime rates, as well as to provide a higher level of personnel security. Successful implementation and application of new methods of criminal analysis will give the possibility to expand it to the entire system of the National police of Ukraine in the future and to actively use analytical methods and technologies allowing to carry out the tasks of aneffective investigation of criminal proceedings, create conditions for more effective implementation by the entities of operational search and investigative activities of their tasks and law enforcement functions, which, in turn, should increase the effectiveness of the fight against crime. The study of various aspects of the use of criminal analysis provides grounds for identifying priority measures for the further development of this area of combating criminal offenses: the necessity of further development of the regulatory bases for the use of criminal analysis in the National Police of Ukraine; expanding of the use of criminal analysis in the bodies of the National Police of Ukraine; increasement of the security of activity of operational-search units due to modern office equipment, computer software; the formation of appropriate data banks on a regular basis.
