Реформування територіальної організації влади в Україні як чинник удосконалення публічного управління

Abstract

Здійснено комплексний науково-теоретичний аналіз основ територіальної організації влади в Україні та перспектив її реформування в умовах трансформаційних процесів і входження нашої держави у європейський політико-правовий простір. Визначено, що метою реформування територіальної організації держави є підвищення ефективності органів місцевого самоврядування та зміцнення інституту місцевої демократії, покращення добробуту громадян і адаптація до нових викликів сучасності. Дієвими напрямами реформування названо децентралізацію, посилення компетенції органів місцевого самоврядування та розвиток інститутів громадянського суспільства. The article deals with the comprehensive scientific and theoretical analysis of the bases of the territorial organization of power in Ukraine and prospects for its reforming in terms of the transformation processes and entering our country into European political and legal space. The purpose of the reforming of the territorial organization of the State is: improving the effectiveness of local governments and strengthening local democracy institution; improving the welfare of citizens and the demographic situation; adapting to new challenges (globalization, membership in international organizations, etc.). According to the reforming, the territorial organization of the public authorities includes: 1) decentralization (transfer of a number of state functions to the regional and local levels), 2) strengthening the competence of local self-government bodies; 3) the development of civil society institutions and their active interaction with public authorities. The author proves that it is important to use the experience of other countries that have successfully carried out the reforming of the systems of territorial administration. While improving the Constitution of Ukraine in relation to the administrative and territorial structure and organization of the local public authority it is important to determine the territorial basis of local self-government – community; to legislate the concept of local government, community, administrative and territorial unit, locality, organ of local self-government; to define the features of the local public authority at the district and oblast level; to consolidate the effective guarantees of local self-government.
