Особливості профілактики адміністративних правопорушень органами Національної поліції під час підготовки та проведення футбольних матчів

Abstract

Розглянуто особливості профілактики адміністративних правопорушень органами Національної поліції під час підготовки та проведення футбольних матчів. Висвітлено деякі чинники, які впливають на рівень протиправних діянь серед уболівальників футбольних команд. Проаналізовано законодавство Республіки Італія стосовно боротьби з насиллям під час проведення спортивних заходів. The problem of combating the offences caused by groups of fans with every year increases in proportion to the increase in the physical and moral stability of their participants, the high level of organization and the improvement of practical skills for resistance to law enforcement officers. According to the author, more attention to this type of crime the state should pay in large cities, where such a subculture has assimilated threatened development and support among like-minded people, in cities where intentional political provocations are possible, prepared in advance by interested people, in cities where during recent years there have been mass riots involving football fans. The article is aimed at solving specific problems concerning the improvement of mechanisms for the prevention of administrative offences by the authorities of the National Police of Ukraine during the preparation and holding of football matches. Some factors influencing the level of unlawful actions among fans of football teams are highlighted. An analysis of the legislation and experience of the Republic of Italy in combating violence during sporting events is carried out. Based on the analysis of the existing problems in this sphere, the author concluded that in order to resolve such negative manifestations, the authorities may contribute, in particular, to conducting free forums on football topics, where will work a specialist psychologist, having modeled the situation on the basis of the preliminary poll of the fans, will subsequently inform the interested structures, will tell the situation about their moods and setting for the match. An important step in ensuring the prevention of offences during football matches is a real ban on the distribution of alcoholic, narcotic drugs in the territory of the adjacent zone of the match. In order to prevent administrative violations by the authorities of the National Police during the preparation and holding of the football matches and other sporting events in Ukraine it is proposed to use the experience of foreign countries(Italy); create a separate police unit (sports police); involve in the prevention of offences during football matches not only police officers, but also other subjects of prevention: local authorities, public organizations, volunteers, self-defense, etc. The adaptation, systematization of Ukrainian legislation to the realities of the present remains on the agenda for our state.
