Ефективність у системі оцінки діяльності територіальних органів Національної поліції

Abstract

Розглянуто питання ефективності у системі оцінки діяльності територіальних органів Національної поліції України з позиції впливу нормативно-правового регулювання на керовані об’єкти – територіальні органи управління відповідно до адміністративно-територіального устрою, роль МВС України й апарату Національної поліції. Проаналізовано адміністративні й організаційні аспекти діяльності керівництва стосовно ефективності діяльності територіальних підрозділів Національної поліції у контексті Стратегії розвитку системи МВС України. The article concerns the issues of the effectiveness in the system of estimation of the National Police of Ukraine territorial bodies activity on the position of the influence of normative-legal regulation on operative facilities – territorial bodies of administration according to administrative-territorial division, the importance of the Ministry of Internal Affairs and National Police Apparatus. The administrative and organizing aspects of the activity of the administration concerning effectiveness of the activity of territorial units of National Police in the context of the Strategy of the development of the system of Minister of Internal Affairs are analyzed in the paper. The effectiveness of the National Police of Ukraine activity is the adequate reflection of the application by the central apparatus of MIA of Ukraine, that are the subject of administration, having powers and measures of administrative and legal influence. The effectiveness of the activity of National Police of Ukraine is the consequence of the central apparatus impact on the process taking part in the territorial bodies. This process involves prediction, prognostication, planning, making the necessary decisions, mobilization and arrangement for its fulfillment powers and resources, control of its fullfilment and many others actions, that characterized the executive power. The effectiveness of the activity of the National Police of Ukraine is complicated estimation category, with the help of which the level of realization and achievements of the goals, mentioned by criterias and reflected in indicators. The task of the chief of the territorial body of National Police, interested in improvement of the effectiveness of its activity is to choose the best method, that will suit the conditions of his establishment and naturally involve it into the general administrative system. The perfect and effective approach, according to the paper, it’s the arranging of the results on the basis of effectiveness of criteria.
