Оформлення та надання субсидій населенню з огляду на нові постанови Кабінету Міністрів України

Abstract

Проаналізовано правові аспекти оформлення та надання населенню субсидій для відшкодування витрат на оплату житлово-комунальних послуг, придбання скрапленого газу, твердого та рідкого пічного побутового палива з огляду на нові постанови Кабінету Міністрів України. Акцентовано на тому, що держава використовує призначення субсидій для підтримки малозабезпечених сімей. Зазначено, що проблемним є питання про ті домогосподарства, які не мають підстав для отримання субсидій у 2018 році. The legal problems of registration order and granting of subsidies to the population for reimbursement for housing and communal services, the purchase of liquefied natural gas, solid and liquid foamed domestic fuel in the light of new Regulations of the Cabinet of Ministers of Ukraine are analyzed in the article. This global social problem affects the growth of utility tariffs. Raising the prices of utility services aimed at meeting the requirements of the International Monetary Fund, which is expressly provided for in the Memorandum of Cooperation for 2014-2016. In subsequent years, additional gradual increase in tariffs for housing services for several times is planned. For the removal of tension among the population of Ukraine, the state uses the appointment of subsidies. In this way, the state demonstrates that it cares about poor people. However, in the context of the extreme raising of prices, the question arises as whether subsidies for Ukrainian households will withstand the burden of huge utility prices? How would be those who do not receive subsidies or will lose them in 2018? And, apparently, payments will continue to grow. The question is whether subsidies will be saved in the nearest future for the most Ukrainian citizens and whether they are needed at all.
