Роль адміністративних послуг у розвитку громадянського суспільства

Abstract

Присвячено питанню ролі адміністративних послуг у розвитку громадянського суспільства. Досліджено нормативно-правові акти, окреслено тлумачення різних науковців з категорії «адміністративні послуги». Розглянуто концептуальні ознаки поняття «адміністративні послуги», з’ясовано правовий статус центрів надання адміністративних послуг в Україні. Висвітлено проблеми організаційно-правового забезпечення центрів надання адміністративних послуг, державного та громадського регулювання їхньої діяльності. The introduction of a new ideology of the functioning of the executive bodies is one of the main tasks of the administrative reform, the realization of which is necessary to achieve such a state when the executive branch exercising the democratic purpose of the social legal State, creates the conditions of implementing the rights and freedoms ofcitizens, as well as providing them with a wide range of administrative (management) services. Such an approach to the introduction of a new ideology of the functioning of the executive branch is the basis for implementing the reform of public administration and reforming the system of providing administrative services. The problem of ensuring the quality of administrative services in recent years is permanently located in the center of the attention of scientists and practitioners of public administration. The concept of the development of the system of providing administrative services by the executive authority determines the administrative service as a result of exercising the powers authorized by the subject, which under the law carries out the legal implementation of the conditions of realization of the rights, freedoms and lawful interests by the physical and legal entities according to their statement (issuance of permits, certificates, licenses, registration etc.). The article deals with the role of the administrative services in the development of civil society. The normative-legal acts and the interpretation of various scholars of the category of «administrative services» are investigated. The conceptual features of «administrative services» are considered, the legal status of administrative services centers in Ukraine is elucidiated. The problem of organizational and legal support of administrative services centers, State and public regulation of their activities is revealed. The role of civil society in controlling and monitoring administrative services is determined.
