Інформаційно-аналітична діяльність МВС України як об'єкт правового регулювання

Abstract

Розглянуто проблеми інформаційно-аналітичної діяльності МВС України як об’єкта правового регулювання у контексті розвитку інформаційного права. Проаналізовано положення нормативних документів МВС України та інших нормативно-правових актів із інформаційного забезпечення діяльності органів внутрішніх справ. Reforming the law enforcement system, which began with the adoption of the Law of Ukraine «On the National Police, put the task of reforming the system of information and analytical activity that had been forming in the system of Ministry of Internal Affairs for more than 20 years. The implementation of information technologies creates additional opportunities for optimization of management structure. Fast transfer of large amounts of data and comprehensive processing of data in a short time intervals contribute to the implementation of more advanced methods of management that allow to raise the efficiency of the activities of the National Police, the State migration service, the State emergency service, ultimately, it is reflected in the growth of trust to law enforcement system. The introduction of information technologies allows simplifying the collection of data and improves the quality of information about the social processes. The correct interpretation of the information (processing by the relevant algorithms) gives the opportunity to detect problems in the process of organization of law enforcement activity and to eliminate them. Features of the administrative-legal regulation of the information and analytical activity are defined by the specificity of the role of Ministry of Internal Affairs of Ukraine in the sphere of public administration, the technical equipment of internal affairs bodies, the level of knowledge and skills of staff to use modern technical means. Administrative-legal regulation of the information and analytical activity of the Ministry of Internal Affairs is a legally governing, organized activity. The purpose of this activity is creating a single information space of internal affairs bodies, providing and maintaining information security, providing administrative services electronically. In this case, information-analytical activity forms a specific form of imperative-regulatory arrangement of the organization of the subjects of this activity in the process of lawful information processes that are carried out with the information that circulates in State, local and specialized departmental information systems.
