Організаційно-правові питання інформаційної протидії тероризму в Україні

Abstract

Узагальнено окремі аспекти теорії та практики інформаційної протидії тероризму в України. Розглянуто сутність інформаційного протиборства, зростання його значення в сучасних умовах. Обґрунтовано необхідність попередження тероризму шляхом протидії терористичній ідеології, пропаганді сепаратизму, а також виокремлено основні напрями інформаційної боротьби з цим явищем. Запропоновано заходи інформаційної протидії тероризму в межах виокремлених напрямів. This article summarizes some aspects of the theory and practice of infor-mation counteraction to terrorism in Ukraine, the essence of information confronta-tion, increasing its value, the need to prevent terrorist ideology and propaganda of separatism. The issues of information confrontation attract the attention of specialists in information law, documentation and management. This is due to the fact that information affects the activities of individuals and groups, changing their behavior. Carefully selected and given information can influence social processes in positive and in negative terms. The organizational and legal aspects of information counteraction to terror-ism are of great importance for the community, since terrorism as a threat has ac-quired the character of war. Foreign and domestic experience in combating terror-ism indicates that force techniques can only eliminate a threat to commit a terrorist act, but this will remain a threat until a recreation system of infrastructure of terror-ism and separatism exists. A key element of the system is the ideology of terrorism, its instigators and carriers as well as the opportunity to get acquainted with it. We must overcome divisions and uniting the efforts of all interested states of the EU to defeat separatism in the struggle for hearts and minds of citizens. We must produce: national and international mechanisms to protect information space from spreading terrorist ideology and propaganda of violence, separatism and terrorism, radicali-zation of the population; system of national and international legal measures to protect citizens from harmful information space, and especially young people who are the future of any country and the most vulnerable side to propaganda of terror and violence; national and international criteria for the identification of hazard information, classifying it as a terrorist ideology.
