Цінність та ціннісні орієнтації в професійній діяльності міліції (поліції): філософсько-правовий аспект

Abstract

Розглянуто філософсько-етичну проблему та значення ціннісних орієнтацій в професійній діяльності працівників міліції (поліції), спрямованій на захист прав і свобод людини в сучасних умовах розвитку Української держави. Міліція повинна реалізувати свою діяльність, спираючись на такі фундаментальні цінності, як законність, справедливість, відповідальність. На сучасному етапі розвитку світової цивілізації значно зростає роль, розширюється обсяг завдань і відповідальності працівників міліції щодо забезпечення законності, прав і свобод людини. Problems of global changes in our society life raise the problem of values as one of the pressing issues of our time. This is due primarily to the fact that the problem of protecting human rights and freedoms comes to the fore, as evidenced by a number of legal acts adopted by the UN General Assembly. This problem is particularly topical for Ukraine, which is building its own state in complex socio-economic and political conditions. The main task at the present stage in Ukraine is to protect human rights, freedoms and interests, life, health, honor and dignity, to ensure personal inviolability and security. Article 3 of the Constitution of Ukraine proclaimed an individual to be the highest social value of society and the state. Human rights, honor and dignity are the measure of moral and legal achievements of society, an indicator of its civilization level. The degree of perfection of not only an individual, but of the whole society depends largely on the degree of provision of these rights and on the deference and respect for human rights on part of policemen. Among fundamental rights and freedoms enshrined by the Constitution of Ukraine, a special place is given to everyone’s right to have his dignity respected (Art. 28). Thus, the requirements of the Basic Law of the state bind all the police officers to strictly observe the law and justice in their professional activity. It should be taken into account that international legal standards of the officers of law enforcement bodies and the Declaration on the Police adopted by the Parliamentary Assembly of the Council of Europe make particular emphasis on providing human rights and freedoms by the police, protection of honor, dignity and inviolability.
