Теоретичні підходи до аналітичної функції прогнозування оперативної обстановки у контексті адміністративної діяльності органів внутрішніх справ

Abstract

Порушено питання теоретичних підходів до аналітичної функції прогнозування оперативної обстановки у контексті адміністративної діяльності органів внутрішніх справ України. Підкреслено необхідність застосування новітніх інформаційних технологій для реалізації аналітичної функції прогнозування у контексті забезпечення повноти, достовірності та точності вихідної інформації про об’єкти і елементи оперативної обстановки з метою ефективного застосування законодавства у сфері охорони громадського порядку. The prediction of operational conditions in the context of the administrative activities of internal affairs bodies is aimed at improving law enforcement. Effective and uniform implementation of this type of the work of internal affairs bodies can be done to provide a clear understanding of the direct implementers of predictive studies of the functional purpose of the institution, along with comprehensive legal, financial, organizational and methodological support of the implementation of its functions. The functional aspect of the legal monitoring of particular relevance from theoretical and practical points of view is regarded. Analysis of the basis of forecasting the operational situation in the context of the administrative activities of the Interior, as well as the research in this area has shown that this institution is multifunctional. Analytic function is one of the main functions which expresses the essence and purpose of the institution. The main task of determining the subject of prediction is solved during its implementation; it gives the opportunity to assess the effectiveness of legal regulation of certain social relations and study specific legal, institutional and other measures to ensure it. Efficacy in predicting operative conditions for administrative activities such as modeling of public order during mass events, modern science and technology contributes to developing and putting into practice the methodology of obtaining, processing, analysis, preservation, retrieval and use of information. The basic issue is to ensure the completeness, reliability and accuracy of the initial points of the research (in the form of information features) and the use of the process of administration. Methodological support for evaluating the effectiveness oflegal norms in the implementation of an analytic function of prediction of operational conditions should be based on the use of general and specific indicators that reflect the parameters of implementing regulatory requirements.
