Abstract

Дисертація присвячена вирішенню наукового завдання, пов’язаного з розробкою теоретико-методичних та практичних рекомендацій щодо удосконалення інструментарію оцінювання впливу державного регулювання на економічну безпеку ринку страхових послуг в Україні. Удосконалено концептуальний підхід, що відрізняється від інших тим, що державне регулювання економічної безпеки ринку страхових послуг пропонується здійснювати не лише на основі організаційних, правових, економічних, кадрових та інформаційних важелів, а й за результатами оцінювання економічної безпеки страхових компаній, що працюють на ньому. Запропоновано ієрархічний підхід до розрахунку рівня економічної безпеки держави, що на відміну від існуючого, передбачає оцінювання економічної безпеки окремої страхової компанії, ринку страхових послуг, фінансового та інших ринків, а також держави в цілому. Доопрацьовано науково-методичний підхід до оцінювання стану економічної безпеки ринку страхових послуг, що дозволяє визначати рівень такої безпеки за окремими напрямами діяльності страхових компаній та загалом, а також відслідковувати ці процеси у динаміці й визначати їх тренд. Удосконалено методичний підхід до здійснення стрес-тестування економічної безпеки страхових компаній, який пропонується враховувати органами державного регулювання при прийнятті управлінських рішень на ринку страхових послуг. The dissertation is devoted to solving a scientific problem related to the development of theoretical, methodological and practical recommendations for improving the tools for assessing the impact of state regulation on the economic security of the insurance services market in Ukraine. The conceptual approach differs from other ones that the state regulation of economic security of the insurance services market is proposed to be done not only on the basis of organizational, legal, economic, personnel and information levers, but also on the results of the assessment of the economic security of insurance companies operating on it. A hierarchical approach is proposed to calculate the level of economic security of the state, which, unlike the current ones, involves assessing the economic security of a separate insurance company, the insurance services market, the financial market and the state as a whole. A scientific and methodological approach to assessing the state of economic security of the insurance services market, which allows us to determine the level of such security in certain areas of activity of insurance companies and in general, as well as keep track of these processes in dynamics and determine their trend, is reviewed. The methodical approach to conducting stresstesting of the economic security of insurance companies, which propose to use by State regulation when making decisions in the insurance services market.
