Порядок підготовки та прийняття управлінського рішення в органах виконавчої влади

Abstract

Порушено питання підготовки та прийнятті управлінських рішень в органах виконавчої влади. Встановлено, що управлінське рішення в органах виконавчої влади розглядається як вольовий акт організації прийняття рішення. Розкрито критерії класифікації управлінських рішень, які залежно від цілей і методів розробки можна згрупувати за такими ознаками: масштаб обʼєкта; характер цілей; спосіб впливу на керований обʼєкт; методи обґрунтування; умови прийняття; зміст; форма. Administrative decision is a volitional act of decision-making in the form of a document. The elaborate decisions must be in line with the functions of the organization and its tasks, the complexity of the situation, the common interests of those who must reach the agreed goals, and also satisfy the requirements of objective laws of governance. The development, adoption and implementation of the administrative decision are an integrated process of activity, a consistent change of states during the performance of functional responsibilities. The administrative decision-making is a result of the system activity of people and the product of the cognitive (coming as an indirect cognitive factors) emotional, volitional, motivational nature – the synthesis of mental processes, having an initial regulatory orientation. The most important feature of the administrative decision-making is its direct focus on the organization of collective work. Besides that, the administrative decision-making as a factor of controlling influence on collective work is not perceived by every employee, but only by the subject of administration: the head of an organization or a collegial body (board of directors). The article deals with the issues of decision-making in the executive branch. The administrative decision-making in the executive bodies is considered as a volitional act of passing a decision. The author gives classification criteria of administrative decision-making, which, depending on the goals and methods of elaboration, can be grouped according to the following features: a scale of the object; a character of goals; way to impact on the controlled object; methods of grounding; conditions of making; a content; a form.
