Політико-правові підходи до характеристики державної митної справи в Україні

Abstract

Розглянуто основні підходи до поняття, характерних рис та принципів державної митної справи. Проаналізовано теоретичні дослідження та нормативно-правові акти, які розкривають зміст та ключові аспекти державної митної справи. Досліджено значення державної митної справи для усіх сфер суспільного життя країни, що може ефективно вплинути на процес подальшої інтеграції України до європейського співтовариства. The article deals with the basic approaches to the concept, peculiar features and principles of the state customs affairs. The analysis of the theoretical studies and normative-legal acts, which reveal the content and key aspects of the state customs affairs, is carried out. The significance of the state customs affairs for all spheres of public life of the country is analyzed, as it can effectively influence the process of further integration of Ukraine into the European community. The integration of Ukraine into the global and European, political, economic and legal space is a very complicated and ambiguous process. There are threats of uncontrolled opening of national markets by the state. It involves certain risks, including risks of reducing export potential and creating competition for domestic producers of goods. That is why, in Ukraine, the issue of improving the system of regulation of foreign economic activity in order to increase its efficiency, to determine the principles and directions of improvement, to use effective regulatory instruments acquires particular urgency and acuteness. The experience of economically developed countries in the world shows that public policy should outline the boundaries of economic activity of participants of economic relations, stimulating or restraining them, depending on the existing economic priorities. At the same time, one of the main tasks of regulating the economic system is to maintain a dynamic balance between the simplification of the organization of the activity of foreign economic entities and the state control over it in order to achieve the specific indices of economic transformations in the world. The customs affairs are an economic instrument of the state for the implementation of its customs and foreign economic policy.
