Тактичні методи, які застосовують поліцейські під час проведення масових заходів (за скандинавською моделлю охорони публічного порядку та безпеки)

Abstract

Досліджено тактичні методи, які застосовують поліцейські при порушенні публічного порядку під час проведення масових заходів, відповідно до скандинавської моделі охорони публічного порядку та безпеки, оскільки доволі часто поліцейським необхідно протистояти агресивній, протиправній поведінці, інколи з використанням насильства, відтак для припинення цих протиправних дій застосовують силу та заходи примусу. Застосування сили має бути співрозмірним та обмежуватися мінімально необхідними діями, щоб забезпечити відновлення правопорядку. Поліцейські служби повинні мати в запасі різні варіанти тактики для забезпечення правопорядку під час публічних зібрань. Приймаючи рішення про необхідність застосування сили, поліція має пам’ятати про розмаїття учасників заходу і диференційований підхід до різних груп у складі учасників зібрання. The article examines the tactical methods used by policemen in case of public order violation during mass events in accordance with the Scandinavian model of public order and security protection. Since during various kinds of mass events with the participation of a large number of people such incidents take place quite often, and as far as police have to resist aggressive, sometimes violent, unlawful behavior, the use of force and coercive measures are required to put an end to it. The use of force must always be commensurate and should be limited to the necessary minimum to ensure the restoration of the rule of law. Police services must always be ready to use various tactics to ensure law and order during public meetings. While deciding whether or not use force, the police must always keep in mind the variety of participants in the event and the diversity of approaches to different groups within the event. Tactical methods applied by police offcers during mass events under Scandinavian model of public order and safety defense are adopted from the concept of Scandinavian countries concerning police operation executed by movable subdivisions. The following methods could be such as: «indication of the way of going», «making barrage» («setting up barricades», «tight protection under strengthened control», «apprehension of particular individuals», «separation (dispersal) and breakdown», «sluice».
