Пріоритети зміцнення ресурсної безпеки орендного сільськогосподарського землекористування

Abstract

Обґрунтовано необхідність досягнення ресурсної безпеки сільськогосподарського землекористування. Проаналізовано правові, економічні та організаційні методи її досягнення. На основі оцінки стану орендних відносин і рівня орендної плати зроблено висновок про доцільність її підвищення. Доведено, що для цього, насамперед, потрібно визначити реальну грошову оцінку сільськогосподарських земель, поліпшити землеустрій і екологічну культуру землекористування.The article substantiates the necessity to achieve resource security of agricultural land use. The author concludes about the disastrous state of land conservation on the basis of statistical data and researches of scientists. The legal, economic and organizational methods of its achievement are analyzed. In particular, the analysis of the legal principles of lease land relations has shown their ineffectiveness in regulating land conservation works and preservation of the fertility of the land. On the basis of the analysis of the state of the lease relations and the level of the rent, it was concluded that it is inconsistent with the real monetary valuation of land and insufficient amount for recreation of land resources. It also substantiates the bias of the normative monetary valuation of land, which is the basis for the establishment of the rent. The necessity of strengthening land protection work is grounded in order to increase the level of resource safety of agricultural production. In particular, the author suggests: to conduct a full monetary assessment of agricultural land; to legislatively establish such a size of the land rent, which will allow to carry out corresponding ground works; to carry out quality land management, to implement rational crop rotations; to maintain and develop an ecological culture of land use, especially leasehold.
