Тактичні методи, які застосовуються поліцейськими щодо зменшення рівня напруженості та подолання конфліктів відповідно до скандинавської моделі охорони публічного порядку та безпеки під час проведення масових заходів

Abstract

Досліджено тактичні методи, котрі застосовуються поліцейськими для зменшення рівня напруженості та подолання конфліктів за скандинавською моделлю охорони публічного порядку та безпеки під час проведення масових заходів. Обумовлено, що через потребу протистояти агресивній поведінці з використанням насильства поліція може визнати за необхідне застосовувати силу. Обґрунтовано важливість наявності в запасі різних варіантів тактики для забезпечення правопорядку під час публічних зібрань. Наголошено, що, приймаючи рішення про необхідність застосування сили, поліція завжди повинна памʼятати про розмаїтість учасників заходу і про диференційований підхід до різних груп у складі учасників зібрання. The article deals with tactical methods applied by police officers for decreasing tension level and solving conflicts according to Scandinavian model of public order protection and safety during carrying out mass events as police frequently resist aggressive violating behavior and it can use power as the necessary measure. Using power has to be proportionate and be limited by minimum necessary actions, which can provide restoration of order. After applying any means of power or special tactical police measures actions directed on de-escalation should be followed very fast (under the conditions that situation is taken under control). Police bodies should always have different variants of tactic measures for providing public order during public meetings. Making decision concerning applying power, police should always remember about various participants of meetings and differentiated approach to different groups of meetings. Tactical methods applying by police officers for decreasing tension level and solving conflicts according to Scandinavian model of public order protection and safety during carrying out mass events such as «tight protection with reinforced control» or «lock» were borrowed from Danish concept of carrying out police operation of mobile bodies. For getting desirable and productive effectiveness from these methods, decisive in such a case is that people to whom such police actions are directed or police measure are taken perceive them as legal, fair and legitimize. Possibilities or probabilities that it could be like that increase in case if police approach for applying such methods completely correspond principles of decreasing and solving conflicts.
