Організаційно-правові основи діяльності підрозділів Національної поліції України, що здійснюють аналітичну роботу

Abstract

Розкрито зміст діяльності підрозділів Національної поліції України, що здійснюють аналітичну роботу. Аргументовано, що підрозділи організаційно-аналітичного забезпечення та оперативного реагування відіграють центральну роль в інформаційно-аналітичному забезпеченні органів Національної поліції, оскільки виконують функції з координації, аналізу, планування, контролю й узгодження дій територіальних органів (підрозділів) поліції з реалізації державної політики у сфері забезпечення публічної безпеки і порядку, охорони та захисту прав і свобод людини й протидії злочинності. The article deals with the content of the activities of the units of the National Police of Ukraine conducting analytical work. It is grounded that the units of organizational and analytical support and operational response play a central role in information and analytical support of the National Police Units, since they provide and carry out within the scope of their competence the functions of the National Police of Ukraine in coordinating, analyzing, planning and controlling the actions of territorial bodies, structural police units to implement state policy in the field of public safety and order, security and protection of human rights and freedoms and crime counteraction. It is noted that in the current conditions, namely, the rapid growth of information flows and a very short period for decision-making, the creation of situational centers for managers of all levels is very important. Such centers contain information space for effective monitoring, forecasting, decision-making and control over their implementation, which allows to realize a new management format in the conditions of a severe lack of time and resources, to assess possible strategic, political, economic, social, environmental risks that may arise at different scenarios of managerial situations. The technological basis of the activity of such centers is the information and analytical system to which information from certain sources regularly arrives and its expert and analytical processing is provided. It is determined that the main tasks of the units of the National Police of Ukraine carrying out analytical work are: 1) ensuring continuous monitoring and evaluation of the operational situation and results of official activities; 2) systematic informing the authorities, the central apparatus of the Ministry of Internal Affairs, the National Police of Ukraine, the main departments and territorial bodies of the police on the actual state of crime, public order and security and forecasts for its changes; 3) making proposals for the timely adoption of managerial decisions on strengthening the fight against crime, ensuring public order and safety; 4) preparation of substantiated proposals on the basis of which it is possible to adopt new or improve existing legal acts on the activities of the National Police.
