The urgent tasks of combating crimes and offenses, countering corruption and extremist manifestations, which are imposed on the police by the Law of Ukraine «On National Police», can be successfully solved only if the police and the society are united. The application of the potential of civil society by the police remains low, despite the fact that the country increases social activity of citizens and their associations – institutions of civil society. There are objective reasons for interaction of the police with institutions civil society – it is a mutual interest in maintenance of law and order, which is the function of the police, and a condition of normal existence for civil society. The requirement to ensure law and order is a natural right of a citizen as a taxpayer. At the same time, the natural human right is the right to participate in administration of public affairs, to commit quite legitimate actions aimed at ensuring law and order. The interaction of the police with institutions of civil society in Ukraine is carried out according to different models. A widespread model of interaction is the paternalistic model, which is characterized by the fact that police representatives seek to administer institutions of civil society and control their activities. The most common forms of interaction between the police and institutions of civil society are different types of meetings, working groups with the participation of representatives of civil society institutions, joint activities, and monitoring. The most common methods of interaction between the police and institutions of civil society are counseling; informing; coordination; discussion; poll; questionnaire; joint planning; joint patrolling. Different forms and methods of interaction between the police and institutions of civil society are used in EU countries, including the establishment of Community Policing (CoP). At present, a great attention is paid to the informational interaction with individual citizens; the idea of rapprochement of the police with the people is implemented.
