Ефективність впровадження електронної системи урядування як один з інструментів мережевої економіки

Abstract

Досліджується впровадження концепції електронного урядування в умовах розвитку мережевої економіки, сучасні тенденції у використанні інформаційно-комунікаційних технологій державними структурами. Визначено етапи впровадження е-урядування в Україні та дано оцінку фактичного стану реалізації даного інструменту підвищення ефективності державного управління. Розкриваються переваги реалізації е-урядування та проблеми запровадження електронних послуг. The implementation of the concept of electronic governance in the conditions of the development of a network economy, modern trends in the use of information and communication technologies by state structures is explored. The stages of implementation of electronic government in Ukraine are assessed and the actual state of implementation of this tool for improving the efficiency of public administration is assessed. The advantages of electronic government implementation and the problems of introduction of electronic services are revealed. In the conditions of the development of the network economy and the formation of the information society in Ukraine, the activity of the state authorities and local self-government bodies is increasing in the use of separate instruments of the system of electronic governance in order to ensure information openness and accessibility. The implementation of electronic technologies by the government has been identified as one of the main priorities at the national level. The development of open data, the development of electronic procurement, the development of e-services, the development of electronic interactions, and the development of e-identification have been identified as promising and priority areas. The implementation of electronic governance technologies will lead to a rethinking of the role and functions of the authorities, greater awareness of citizens, increasing the possibilities for monitoring the effectiveness of local self-government bodies, simplifying administrative procedures, reducing administrative costs, applying modern methods of public administration, achieving a qualitatively new level of governance of the state and society as a whole, as well as the strengthening of trust in the institutions of the state.
