Наставництво як формат професійного розвитку державних службовців у Національній поліції

Abstract

Досліджено наставництво як технологію професійного розвитку державних службовців у системі Національної поліції. Під час проведення аналізу обґрунтовано необхідність розвитку інституту наставництва задля створення умов для підготовки та зростання здатних до управлінської діяльності державних службовців. На основі ретроспективного аналізу та вивчення практики організації наставництва визначено й обґрунтовано основні етапи його інституціоналізації в системі державної служби. Виявлено статусно-рольовий чинник призначення наставників у формуванні та затребуваності управлінських кадрів на керівному рівні державного управління в системі Національної поліції. Визначено значення наставництва у реалізації основних напрямів з управління кадрами державної служби. Сформульовано концептуальні завдання вдосконалення інституту наставництва як однієї з найбільш значущих технологій кадрової практики з професійного розвитку державних службовців. The article deals with the guidance as a technology for the professional development of public ofcials in the National Police system. The transition of modern society to new socio-economic relations is accompanied by crisis phenomena in many spheres of people increasing the legal component of their everyday life. In order to form a new paradigm for the relationship between public security ofcers and the public, the transformation of the National Police from a punitive body into a law enforcement service requires active continuous work concerning the legal education of public ofcials and police ofcers. The necessity of elaboration of the institution of guidance in order to create the conditions for training and development of public ofcials who are capable of management is substantiated. Based on the retrospective analysis of scientifc research in this feld and the study of the practice of guidance, the main stages of its institutionalization in the system of public service are identifed and grounded. The role of guidance in the system of corporate knowledge and skills management in the process of adaptation, communication, study and training of staff is proved. The role of guidance in the formation and demand of managerial staff at the leading level of public administration in the system of the National Police is revealed. The importance of guidance in the implementation of the main directions of management of public service personnel is determined. The conceptual tasks of improving the institution of guidance as one of the most important technologies of personnel practice for professional development of bodies of the National Police are formulated. The model of step-by-step implementation of the guidance program in the inter-regional and territorial bodies of the National Police is theoretically developed and proposed.
