Завдання трудоресурсної безпеки в умовах формування постіндустріальної економічної системи

Abstract

Нові виклики, пов’язані зі зростанням трудової міграції, внутрішньої міграції з тимчасово окупованої території, скорочення чисельності населення та ін., вимагають внесення змін у структуру економічної безпеки держави із виділенням в її складі трудоресурсної безпеки. Сьогодні сформоване розуміння важливості забезпечення трудоресурсної безпеки, але відсутнє наукове підґрунтя для вирішення цієї складної проблеми. Запропоновано власне визначення трудоресурсної безпеки з обґрунтуванням ключових методичних засад її забезпечення. Розглянуто проблему забезпечення трудоресурсної безпеки виходячи з умов формування постіндустріальної економічної системи як орієнтиру для здійснення трансформаційних процесів у нашій країні. Визначено критерії формування постіндустріальної економічної системи, які характерні для країн-лідерів. Акцентовано увагу на необхідності протидії загрозам трудоресурсної безпеки, що пов’язані з посиленням міграційних процесів, зростанням цінності інтелектуальної праці, зменшенням попиту на фізичну працю, необхідністю вдосконалення системи освіти з орієнтацією на реалізацію програми «навчання впродовж життя», протидією зростанню соціальної напруженості. New challenges associated with the growth of labor migration, internal migration from a temporarily occupied territory, a decrease in the population, etc., require changes in the structure of the state’s economic security with the inclusion of labor resource security. Today, despite the existence of the importance of ensuring labor resource security, there is no clear identification of its place and role in the system of economic security of the state. There is a certain identification with other components, in particular demographic and social. It can be argued that there is an understanding of the importance of ensuring labor security, but there is no scientific basis for solving this complex problem. The own definition of labor resource security as the ability of the state to ensure the formation, development, distribution, protection and efficient use of labor resources to achieve economic interests and enhance the competitiveness of the national economy is proposed. This definition also actualizes the importance of considering the development trends of the world economic system, in which over the past fifty years the position has dominated the need for a transition to a post-industrial economic system. The article considers the problem of ensuring labor resource security based on the conditions for the formation of a post-industrial economic system as a guide for the implementation of transformation processes in our country. The criteria for the formation of a post-industrial economic system that are characteristic of leading countries, in particular regarding the efficient use of information resources and the generation of new knowledge based on them, are determined, the share of the service sector is growing, the magnitude and speed of innovation is increasing, the demand for natural and labor resources is decreasing, value is growing workers engaged in working with information and creating new knowledge. Attention is focused on the need to counter threats to labor resource security related to the strengthening of migration processes, the growth of the value of intellectual labor, the decrease in demand for physical labor, the need to improve the education system with a focus on the implementation of the «lifelong learning» program, and to counteract the growth of social tension. It is substantiated that the achievement and maintenance of labor resource security at the proper level requires the assessment and forecasting of changes not only within a certain national economy, but proceeding from changes in the global dimension, in particular in the context of the formation of a post-industrial system.
