Економічні наслідки корупції в Україні

Abstract

У статті досліджено рівень корупції в Україні у 2012–2018 рр. Розглянуто негативні наслідки корупції та їх вплив на економіку. Серед основних наслідків корупції на економіку виокремлено такі, як розширення тіньової економіки, нівелювання конкурентних ринкових механізмів, неефективне використання державних коштів, підвищення цін за рахунок збільшення «вартості» корупції, погіршення інвестиційного клімату. Проведено аналіз взаємозалежності показників темпу зростання ВВП та рівня тіньової економіки від індексу сприйняття корупції. Встановлено, що корупція має негативний вплив на темпи зростання ВВП та сприяє зростанню тіньової економіки. Запропоновано заходи, спрямовані на зниження рівня корупції в Україні та її негативного впливу на економіку. Встановлено основні наслідки зростання корупції в Україні. Зростання корупції навіть сильніше скорочує прямі іноземні інвестиції, ніж зіставне підвищення податків. The article reveals the level of corruption in Ukraine and the world. It has been established that corruption has a negative impact on the topics of GDP growth and contributes to the growth of the shadow economy. The main consequences of the impact of corruption on the country's economy are identifed. Among the negative consequences of corruption for the economy are the expansion of the shadow economy, the disruption of competitive market mechanisms, the ineffcient use of budget funds, the increase in prices due to the increase in “corruption costs”, and the deterioration of the investment climate. A link has been established between corruption and the shadow economy. Negative consequences of the shadow economy are the shortfall in tax revenues, the reduction of the expenditure side of the state budget, the exacerbation of social problems. The level of shadowing of the economy is analyzed, the main factors contributing to its decline are determined. It is established that during 2014–2018. The level of shadow economy is reduced by 9%. Among the main reasons for reducing the shadow economy, the following are highlighted: achieving relative macroeconomic stabilization and reducing inflation, minimizing corruption schemes in the gas sector, improving tax administration, in particular VAT, improving business conditions. Violation of competitive market mechanisms is manifested in the holding of non-transparent tenders, which leads to a decrease in market effciency and discredit the ideas of market competition. It has been established that corruption negatively affects both revenues and expenditures of the state budget. With an increase in the level of corruption in the state, budget revenues are decreasing. It has been proven that reducing the corruption rating by one position reduces state revenues by 1.71–2.51% of GDP. The proposed measures to reduce the level of corruption in Ukraine and its negative impact on the economy are to create an effective and effcient system of anti-corruption justice, to actively involve business in establishing new transparent rules for the relationship between the society of government and business.
