Роль людського капіталу у забезпеченні сталого економічного розвитку: стан, проблеми, перспективи

Abstract

Вказано, що в сучасних умовах динамічного соціально-економічного розвитку та інформатизації всіх сфер людського життя, становлення цифрової економіки відбувається актуалізація людського капіталу як чинника забезпечення сталого економічного розвитку. З метою становлення та розвитку сталого економічного розвитку необхідно дослідити європейський досвід реалізації плану дій на шляху забезпечення сталого розвитку країн-членів Європейського Союзу на основі розвитку та нагромадження людського капіталу. In modern conditions of dynamic socio-economic development on the basis of informatization of all spheres of human life, the emergence of the digital economy and rapid scientifc and technological changes, human capital is actualized as a key factor in achieving economic, social, investment effects, as well as determinant of sustainable economic development providing. In order to ensure the establishment and development of the concept of sustainable economic development, it is necessary to examine the European experience in implementing the action plan towards ensuring the sustainable development of the European Union (EU) members through the development and accumulation of human capital. In particular, to explore the Europe 2020 strategy, that was updated in 2010 and was aimed to develop an economic development strategy for the next 10 years – Europe 2020: a strategy for smart, sustainable and inclusive growth. It becomes relevant to determine Ukraine’s place in the international rankings that concerns the level of economic and human capital development, in particular in the global rating of national economies, which is published annually by the World Economic Forum (The Global Competitiveness Index), in the ranking of countries according to the Global Human Capital Index, as well as to analyze the dynamics and calculate the estimated value of the HDI of Ukraine until 2021. To research the state and prospects of legal regulation development that provides sustainable economic and human capital development. It was researched that the main problem of the modern system of vocational and higher education is that it is oriented in its activity not to the labor market, but to the educational services market, it means that the needs of the labor market are taking into account poorly.
