Правові основи освітньої діяльності в закладах зі специфічними умовами навчання МВС України

Abstract

Досліджено правові основи освітньої діяльності в закладах зі специфічними умовами навчання МВС України, особливості підготовки поліцейських кадрів у вказаних закладах. Розглянуто нормативноправову базу комплектування кадрового корпусу поліції та підготовки спеціалістів вищої кваліфікації. Наголошено, що нині не досить чітко визначено специфіку підготовки поліцейських у відомчих вишах. Проаналізовано порядок планування підготовки поліцейських. Розглянуто заходи, спрямовані на підвищення престижу служби в поліції, кваліфікації поліцейських, зокрема у закладах вищої освіти зі специфічними умовами навчання. Акцентовано на існуванні різних підходів до організації набору кандидатів на навчання у виші зі специфічними умовами навчання, запровадження дуальної форми навчання, розподілу випускників у територіальні органи поліції. Запропоновано заходи з удосконалення правового регулювання комплектування закладів вищої освіти з підготовки поліцейських. The article deals with the study of the legal basis of educational activities in the institutions with specifc conditions of study under the Ministry of Internal Affairs of Ukraine, as well as the peculiarities of police training in these institutions. The normative and legal base of stafng the police corps and training of highly qualifed specialists is considered. It was emphasized that today the specifcs of police training in departmental universities are not clearly defned. The procedure for planning police training is analyzed. Police authorities should have a long-term concept of personnel and education policy and specifc measures for its implementation, which would contribute to improving the work with staff, increasing the level of professionalism, executive discipline and scientifc organization of work. This should be reflected in the Concept for the Development of Legal Education, as educational institutions with specifc training conditions are the basis for stafng the National Police of Ukraine. Implementation of a set of candidates for training in educational institutions with specifc training conditions under the Ministry of Internal Affairs of Ukraine should include the mechanism of distribution of specialists who graduated from educational institutions of the Ministry of Internal Affairs of Ukraine, providing graduates with further police service and other norms that stimulate educational and service activities. Measures aimed at increasing the prestige of working in the police, training of police ofcers, including in higher education institutions with specifc conditions of study are considered in the article. Emphasis is placed on the existence of different approaches to the organization of recruitment of candidates for higher education with specifc training conditions, the introduction of a dual form of education, the distribution of graduates to the territorial police. Measures to improve the legal regulation of stafng higher education institutions for police training are suggested. Successful police reform depends largely on the motivation of the National Police to enter and serve in educational institutions and on the quality of police training.
