Курсанти закладів вищої освіти зі специфічними умовами навчання МВС України – суб’єкти державної служби в поліції

Abstract

У статті досліджуються теоретичні аспекти правового статусу здобувачів вищої освіти – курсантів закладів вищої освіти зі специфічними умовами навчання МВС України як особливих суб’єктів державної служби в поліції. Охарактеризовано поняття «курсант» і «слухач». Розглянуто порядок проходження відбору на навчання у заклади вищої освіти зі специфічними умовами навчання МВС України, порядок зарахування на навчання та правовий статус курсанта в контексті освітньої діяльності та проходження служби в Національній поліції, що регламентується освітніми законами «Про освіту», «Про вищу освіту», іншими нормативними актами, що регулюють службу в територіальних органах Національної поліції України. Визначено мету освіти у вишах МВС України, яка полягає у задоволенні потреби Національної поліції у кваліфікованих фахівцях з вищою освітою, забезпеченні стабільного комплектування територіальних органів професіоналами, готовими до виконання оперативно-службових завдань, що стоять перед поліцією. The article deals with the theoretical aspects of the legal status of applicants of higher education – cadets of higher education institutions with specific training conditions of the Ministry of Internal Affairs of Ukraine as special subjects of public service of the police. The concepts of “cadet” and “student” are described. The procedure for selection for higher education institutions with specific training conditions of the Ministry of Internal Affairs of Ukraine, the procedure for enrollment and legal status of cadets in the context of educational activities and service in the National Police, which are regulated by Laws of Ukraine “On Education”, “On Higher Education” and other normative acts and legislation regulating the service in the territorial bodies of the National Police of Ukraine, are considered. The purpose of education in universities of the Ministry of Internal Affairs of Ukraine is determined, which is to meet the needs of the National Police in qualified specialists with higher education, to ensure stable staffing of territorial bodies with professionals ready to perform operational and service tasks facing the police. The issues of moral, intellectual, physical development, acquisition of qualified knowledge, formation of professional skills and abilities necessary for the performance of official duties in the education of cadets; their intellectual, physical development; in the formation of emotional and volitional stability, psychological readiness are solved during training.
