Формування організаційного забезпечення управління фінансовою безпекою промислових підприємств

Abstract

На основі узагальнення та аналізування офіційних статистичних даних доведено важливість приділення уваги забезпеченню фінансової безпеки підприємства. Акцентовано увагу на низці ключових зовнішніх та внутрішніх загроз фінансовій безпеці промислових підприємств. Обґрунтовано теоретичні засади вдосконалення управління фінансовою безпекою підприємства шляхом внесення змін в організаційне забезпечення через виділення координуючої ланки, тобто служби безпеки, та профільних підрозділів, до яких віднесено бухгалтерію, планово-економічний відділ, фінансовий відділ, підрозділ конкурентної розвідки та службу внутрішнього контролю, з відповідними змінами в системі взаємодії та інформаційного обміну. Доведено важливість систематичного покращення організаційного забезпечення шляхом організації роботи з персоналом, матеріально-технічного та інформаційного забезпечення, розроблення та вдосконалення методичного забезпечення, координації дій профільних підрозділів, розподілу повноважень та сфер відповідальності, регламентування взаємодії із зовнішніми суб’єктами безпеки, проєктування системи комунікацій. To substantiate the methodological principles of making changes in the organizational support of fnancial security management of industrial enterprises used methods: induction and deduction, comparison and systematization – in the study of the essential characteristics of the terms “organizational support” and “organizational management of fnancial security”; synthesis and analysis – to characterize the level of fnancial security of industrial enterprises and identify key internal and external threats; morphological analysis – to clarify the tasks of the coordinating and profle units of the enterprise in relation to the process of ensuring the fnancial security of the enterprise and substantiation of stages in changes in the organizational support of fnancial security management of an industrial enterprise; graphic – for visual presentation of theoretical and methodical material; abstract-logical – for theoretical generalizations and conclusions of the study. Based on the generalization and analysis of offcial statistics, the importance of paying attention to ensuring the fnancial security of the enterprise is proved. Emphasis is placed on a number of key external and internal threats to the fnancial security of industrial enterprises The interpretation of the term “organizational support of fnancial security management of the enterprise” as a sequence of actions to create conditions (changes in organizational structure, creation and revision of methodological support, regulation of development and implementation of protective measures) to achieve proper interaction between all relevant units in the feld of fnancial security of the enterprise. Theoretical principles of improving the management of fnancial security of the enterprise by making changes in organizational support through the allocation of the coordinating link, i.e. security services, and relevant units, which include: accounting, planning and economic department, fnance department, competitive intelligence unit and internal control service, with appropriate changes in the system of interaction and information exchange. The importance of systematic improvement of organizational support by: organization of work with personnel, logistical and information support, development and improvement of methodical support, coordination of actions of profle divisions, distribution of powers and spheres of responsibility, regulation of interaction with external security subjects, design of communication system is proved.
