Abstract

Досліджено контрольно-дозвільну функцію відділу організації реєстраційно-екзаменаційної роботи територіальних сервісних центів МВС у контексті забезпечення безпеки дорожнього руху. Використовуючи методологію системного аналізу, розглянуто контрольні та дозвільні функції екзаменаційних підрозділів і сутність контрольно-дозвільної діяльності у контексті досвіду Європейського Союзу у сфері забезпечення безпеки дорожнього руху. The article deals with the investigation of control-licensing function of the department of registration and examination work of regional service centers of the Ministry of Internal Affairs in the context of ensuring road safety. Ensuring traffic safety as one of the most important function of the state should solve problems of the preservation of life and health of the participants of road traffic and reduce the socio-economic damage caused by the use of the vehicle. Statistics show that the human factor has a great influence on road safety. Organization of driver training and citizens training is one of the factors of ensuring road safety. This activity is an effective preventive measure. Thus, it is necessary to conduct scientific understanding of the forms and methods of realization of the state policy in the field of road safety and improve the legal framework of driver training provided by the National Transport Strategy of Ukraine for the period until 2020.The activity of the departments of organization of registration-examination work and interaction with economic entities of regional service centers of the Ministry of Internal Affairs is control-licensing and it is carried out by implementing control and licensing functions. Control and licensing functions are external expression of this activity, structural elements of public administration. Control and licensing activity of specified units is carried out within the examination proceedings in permission to drive vehicles. The essence of control and licensing activity is expressed in the implementation of administrative and legal procedures of drivers’ permission to driving vehicles; issue of findings concerning conformity of educational and material base to the requirements. Findings are issued to educational organizations that are engaged in the preparation of drivers.
