Поступ громадянського суспільства в Україні в межах антропологічного виміру публічного управління

Abstract

Досліджено антропологічний вимір публічного управління у контексті поступу громадянського суспільства в Україні. Відтак з’ясовано, що за трактування системи адміністрування конкретної держави (назвімо її управлінським апаратом) у контексті функцій – основних напрямів впливу на суспільні відносини, видається виправданим відразу виокремлювати так зване коло діяльності та прерогативи. Вони зазначаються незалежно від власних стратегічних цілей. Сучасні дослідники стверджують, що вичерпну класифікацію функцій управлінського апарату держави здійснити не вдається. Адже кожну функцію можна поділити на підфункції, а ті, своєю чергою, на задачі тощо. Власне, з цією метою дослідники політології та порівняльного правознавства запропонували виокремити найбільш характерні напрями управлінської діяльності державного апарату, які в подальшому можна згрупувати та узагальнити, як такі, що властиві переважній кількості сучасних політичних систем. Обґрунтовано, що позаяк управління, чи-то адміністрація є втіленням суспільної політики, і оскільки вона виконує політичні рішення, до її функцій входить і розробка принципів управління. Доволі часто поруч із адміністративними обов’язками органи та підрозділи системи управління створюють факультативні напрями своєї діяльності, як-от реклама, охорона праці чи навколишнього середовища тощо. Доведено, що антропологічний та гуманістичний напрями сучасного державного управління та адміністрування в Україні безпосередньо пов’язані з участю громадськості в управлінських процесах, урахуванням суспільної думки під час прийняття управлінських рішень. Окрім цього, у певних сферах державного управління та адміністрування суспільна думка сьогодні виконує вирішальну роль на всіх рівнях управління – нижчому, середньому та вищому. Проте, буває, що суспільна думка важлива лише на більш низьких рівнях. Ці рівні вирішального впливу стосуються компетенції органу, характеру питань, що їх регулює. Не реагуючи на суспільну думку належним чином, суб’єкт цього рівня управління спонукає суспільну думку сягати більш високих рівнів. The article is devoted to the study of the anthropological dimension of public administration in the context of the progress of civil society in Ukraine. Thus, it was found that in the case of interpreting the system of administration of a particular state (let’s call it the administrative apparatus) in the context of functions - the main areas of influence on public relations, it seems justifed to immediately distinguish between so-called activities and prerogatives. All of them are indicated regardless of their own strategic goals. It should also be taken into account that modern researchers claim that a comprehensive classifcation of the functions of the administrative apparatus of the state does not seem possible. After all, each function can be divided into subfunctions if desired, and those, in turn, into tasks and so on. In fact, to this end, researchers in the feld of political science and comparative law have proposed to identify the most characteristic areas of administrative activity of the state apparatus, which may be further grouped and generalized as those of the vast majority of modern political systems. It is substantiated that since management, or administration, is the embodiment of public policy, and since it implements political decisions, its functions include the development of management principles. Quite often, in addition to administrative responsibilities, bodies and departments of the management system create optional areas of their activities, such as advertising, labor protection or the environment, and so on. Finally, it is proved that the anthropological and humanistic directions of modern public administration and administration in Ukraine are directly related to public participation in management processes, taking into account public opinion in management decisions. In addition, in certain areas of public administration and administration, public opinion currently plays a crucial role at all levels of government - lower, middle and higher. However, it happens that public opinion plays a role only at lower levels. These levels of decisive influence concern the competence of the body, the nature of the issues that concern them. By not responding properly to public opinion, the subject of this level of government in a way encourages public opinion to move to higher levels.
