Інвестиційна привабливість України: проблеми та шляхи вирішення в сучасних реаліях

Abstract

У статті розглянуто суть поняття «інвестиційна привабливість» та визначено основні передумови для залучення коштів у вітчизняну економіку. Зосереджено увагу на результатах впливу економічних, соціальних та геополітичних факторів на інвестиційну привабливості країни. Проаналізовано динаміку надходжень прямих іноземних інвестицій в Україну впродовж останніх десяти років, зокрема, досліджено причини скорочення та збільшення їх обсягу за відповідний період. Сформовано припущення, про відновлення виробничого потенціалу економіки України та створення сприятливого ділового клімату для залучення фінансових ресурсів з-закордону з допомогою країн-партнерів. Виокремлено, важливість відновлення надходжень прямих іноземних інвестицій для подолання наслідків російської воєнної агресії. На основі проведеного дослідження запропоновано шляхи покращення інвестиційної привабливості України в умовах сьогодення. The article covers the essence of the "investment attractiveness" concept and defnes the main prerequisites for attracting funds to the domestic economy. It is highlighted that in recent years, Ukraine has taken a number of measures to create an optimized and safe business environment for foreign investors and created a legal basis for further cooperation with the aim of entering the world economic arena and occupying a suitable niche in the world market. The dynamics of foreign direct investment inflows to Ukraine over the last ten years was analyzed, in particular, the reasons for the reduction and increase of their volume during the corresponding period were investigated. Ways to improve Ukraine's investment attractiveness in today's conditions are offered. The fact that in recent years the main issues of the formation of favorable investment climate and the corresponding decrease in the investment attractiveness of the region as a whole were attributed to: an imperfect legal framework, inconsistencies in the protection of investor interests, high level of corruption, geopolitical threats, economic downturn in the world caused by the Covid-19 pandemic and a number of other factors related to infrastructure, logistics, social factors, etc. Moreover, one of the key factors in the development of investment attractiveness for Ukraine is the unstable geopolitical situation caused by the military conflict in the East of Ukraine and the annexation of the Crimean peninsula in 2014, since the beginning of 2022 also the military attack by Russia. It was noted that according to preliminary estimates, as a result of the armed conflict, Ukraine did not receive 54 billion US dollars in capital investments. The work defnes the main economic instruments of the government's response, which were used to stabilize the economic situation in the dictated conditions. In view of all of the above, it is assumed that in order to stabilize the economy and restore it after the end of hostilities on the territory of the state, the authorities will implement a number of necessary measures aimed at creating additional jobs, curbing the rate of inflation and attracting fnancial resources of foreign businesses.
