Продовольча безпека: трансформація засад забезпечення

Abstract

Потреба в їжі завжди актуальна для кожної живої істоти. Вирішення проблеми достатності продовольства в сучасних умовах розглядається у взаємопов’язаних площинах, тобто фізичної й економічної доступності, якості, збалансованості й безпечності харчування. В Україні забезпечення продовольчої безпеки розглядається першочергово з позиції самозабезпечення, зокрема у виробництві зернових культур. Розгляд окремих індикаторів засвідчив, що ключовою проблемою є економічна доступність усіх верств населення до продуктів харчування. При експортно орієнтованій політиці щодо виробництва зернових культур раціон харчування населення не є збалансованим, коли частка висококалорійних продуктів є критично низькою, що негативно впливає на фізичний стан й можливість розвиватися. COVID-19 та військова агресія Російської Федерації вплинули на рівень продовольчої безпеки. Поруч із ускладненням виробництва продовольства, руйнуванням логістичних ланцюгів та зменшенням внутрішнього ринку, відбулося гальмування економічних процесів й втрата людського ресурсу. Окреслено базові засади видозмінення процесу забезпечення продовольчої безпеки в Україні. The need for food is always relevant for every living being. Solving the problem of food sufficiency in modern conditions is considered in interconnected planes, that is, physical and economic availability, quality, balance and safety of nutrition. The purpose of the study was to consider the principles of ensuring food security with the updating of parameters due to COVID-19 and the strengthening of the impact of conflicts, in particular, the military aggression of the Russian Federation. In order to outline the essence of the process of ensuring food security in modern conditions, the following methods were used: induction and deduction, comparison and systematization — in the study of the essential characteristics of the term "food security"; synthesis and analysis — to characterize the level and change of basic indicators of food security; morphological analysis — to clarify the impact of COVID-19 and military aggression on food security; abstract-logical — for theoretical generalizations and research conclusions. In Ukraine, ensuring food security is primarily considered from the standpoint of self-sufficiency, in particular in the production of grain crops. The examination ofindividual indicators proved that the key problem is the economic accessibility of all segments of the population to food products. With an export-oriented policy on the production of grain crops, the population's diet is not balanced, when the share of high-calorie products is critically low, which negatively affects physical condition and the ability to develop. It is substantiated that the existing priority in ensuring food security needs to be changed, paying attention to such parameters as: achieving and maintaining an acceptable level of physical and economic access to food for all members of society; self-sufficiency in food and the development of foreign economic activity with the possibility of meeting the population's food needs, while creating favorable conditions for its own producer and limiting the expansion of foreign competitors; formation of reserves to avoid a food crisis due to natural conditions and changing conditions on world markets. COVID-19 and the military aggression of the Russian Federation have affected the level of food security. Along with the complication of food production, the destruction of logistics chains and the reduction of the domestic market, there was a slowdown in economic processes and a loss of human resources. The basic principles of changing the process of ensuring food security in Ukraine are outlined.
