Legal and Conceptual Aspects of Securing Space Activity Entities-Facilities in Ukraine (Scopus)

Abstract

Визначено місце аерокосмічної галузі в системі критичної інфраструктури України. Окреслено актуальні проблеми правового регулювання забезпечення безпеки об'єктів аерокосмічної діяльності як частини критичної інфраструктури України. Розглянуто правові та теоретико-практичніпроблеми забезпечення безпеки об'єктів аерокосмічної інфраструктури. Досліджено організаційно-правові аспекти протидії кримінальним правопорушенням та загрозам в аерокосмічній сфері. Запропоновано модель забезпечення безпеки суб'єктів господарювання в аерокосмічній сфері в частині протидії загрозам безпеці та протидії кримінальним правопорушенням, у тому числі терористичного характеру. Визначено напрями розвитку організаційноправової моделі забезпечення безпеки суб'єктів господарювання в аерокосмічній сфері розроблення організаційно-правової моделі забезпечення безпеки аерокосмічної галузі та використання досвіду міжнародної спільноти в науковій, управлінській та освітній сферах, а також використання досвіду міжнародної спільноти. The place of the aerospace field in the system of critical infrastructure in Ukraine has been identified. Current problems of legal regulation of securing aerospace activity facilities as a part of Ukraine critical infrastructure have been outlined. Legal and theoretical-practical problems of securing aerospace infrastructure facilities have been considered. Organization and legal aspects of counteraction to criminal offenses and threats in the aerospace field have been disclosed. The emphasis is made on existing legal and organizational problems in functioning of non-state security organizations of economic entities in the field of critical infrastructure in directions of counteraction to different types of threats in their activities. It has been suggested to formulate the model of securing economic entities in the aerospace field regarding fight against threats to security and counteraction to criminal offenses, including of terrorist nature. Directions in the development of organizational and legal model of aerospace field security and the use of the experience of international community in the scientific, managerial and educational field have been proposed.
