Реагування на кризові ситуації, що загрожують національній безпеці України як детермінанта сучасної держави

Abstract

У статті сформульовано концептуальні положення щодо реалізації державної політики з питань реагування на кризові ситуації, що загрожують національній безпеці, в якості основи функціонування сучасної держави, а також виділено основні проблеми утворення сил безпеки як підсистеми сектора безпеки й оборони, що забезпечує виконання завдань із питань подолання кризових ситуацій, що загрожують національній безпеці України. Результати розгляду запропоновано використовувати як у сучасній правовій науці, так і в практиці реформування сектору безпеки й оборони країни. The conceptual provisions concerning the formation and implementation of state policy about the response on crisis situations, that threaten national security as the basis for the functioning of the modern state have been formulated. It has been emphasized, that in the modern state its social determination substantiates the systems of its compulsory (mandatory) functions, stabilizes the process of state administration, and defnes the hierarchy of goals and the direction of its functioning. The general causes of the crisis phenomena in the modern Ukrainian state, such as systemic defects of the state administration of the post-socialist type, and artifcial imbalance in the structures of state power in Ukraine.
