Тактика дій поліції при плануванні та організації заходів із забезпечення публічної безпеки та порядку під час проведення масових заходів (скандинавська модель)

Abstract

Досліджено особливості тактики роботи Національної поліції України щодо планування та організації заходів із забезпечення публічної безпеки та порядку під час проведення різних видів масових із врахуванням досвіду скандинавських країн. Відповідно до скандинавської моделі охорони публічного порядку та безпеки, оскільки доволі часто поліцейським необхідно протистояти агресивній, протиправній поведінці, інколи з використанням насильства, відтак для припинення цих протиправних дій застосовують силу та заходи примусу. Застосування сили має бути співрозмірним та обмежуватися мінімально необхідними діями, щоб забезпечити відновлення правопорядку. Поліцейські служби повинні мати в запасі різні варіанти тактики для забезпечення правопорядку під час публічних зібрань. Приймаючи рішення про необхідність застосування сили, поліція має пам’ятати про розмаїття учасників заходу і диференційований підхід до різних груп у складі учасників зібрання. The right to peaceful assembly is a necessary and important component of the preservation, development and critical evaluation of cultural, social norms and values, to preserve and express the identity of minorities, and to ensure the accountability of the authorities. Protecting the right to peaceful assembly is crucial to creating a tolerant and pluralistic society in which different sections of the population can coexist peacefully. In accordance with international and national legislation on the implementation and protection of human rights, the authorized state bodies have the appropriate obligations to respect and protect the rights, freedoms of man and citizen, respectively, and are responsible in this area. The bodies and subdivisions of the National Police of Ukraine are of great importance in fulfilling the task of protecting the rights and freedoms of citizens, as in accordance with Art. 2 of the Law of Ukraine "On the National Police", one of the key tasks of the police - the protection of public order and security. he peculiarities of the tactics of the National Police of Ukraine on the planning and organization of measures to ensure public safety and order during various types of mass, taking into account the experience of the Scandinavian countries. According to the Scandinavian model of public order and security, as police officers often have to resist aggressive, illegal behavior, sometimes with violence, so force and coercion are used to stop these illegal actions. The use of force must be proportionate and limited to the minimum necessary to ensure the restoration of law and order. Police services should have a variety of tactics in place to maintain law and order during public gatherings. When deciding on the need to use force, the police must keep in mind the diversity of the participants in the event and the differentiated approach to the different groups of participants.
