Цикли (етапи) процесу моделі правоохоронної діяльності, що здійснюється на підставі прогнозів (Predictive policing)

Abstract

Проведено теоретичний аналіз зарубіжних досліджень, присвячених науково-практичним аспектам особливостей реалізації циклу (етапів) процесу правоохоронної діяльності поліції, що здійснюється на підставі прогнозів (Predictive policing). Установлено, що в основі моделі правоохоронної діяльності, що здійснюється на підставі прогнозів (Predictive policing) є цикл, що складається з чотирьох етапів (збір даних; аналіз даних; відповіді (розробка заходів реагування) та повторення етапу накопичення даних), які відображають організацію управлінської діяльності, що будується на передбаченнях, які застосовують під час упереджувальної (запобіжної) діяльності. Узагальнено, що перші два етапи передбачають вибірку та кримінальне аналітичне опрацювання криміногенних відомостей для підготовки на їх основі аналітичних прогнозів про розвиток подій у майбутньому. Встановлено, що доцільно застосовувати три типи втручань: загальне втручання (збільшення ресурсів), конкретне втручання у злочинну діяльність та проблемноорієнтоване втручання (щодо специфіки конкретних проблем). Після застосування втручань співробітники поліції мають оцінити наслідки застосування втручання, і у підсумку цикл повторюється. Констатовано, що реалізація моделі правоохоронної діяльності поліції на основі прогнозів (Predictive policing) є тенденцією розвитку організації правоохоронної діяльності на основі більш широкого залучення аналітично опрацьованих даних з метою підготовки якісних прогнозів майбутнього розвитку криміногенної ситуації з метою застосування профілактичних правоохоронних заходів. Досліджувана модель правоохоронної діяльності складає інструментарій, застосування якого може сприяти позитивному ситуативному впливу (підвищення ефективності та результативності дій органів та підрозділів поліції) на стан криміногенної ситуації. A theoretical analysis of foreign research devoted to the scientifc and practical aspects of the implementation cycle (stages) of the process of law enforcement activities of the police, which was developed on the basis of predictions (Predictive policing), was conducted. It was established that the basis of the model of law enforcement activities carried out on the basis of forecasts (Predictive policing) is a cycle consisting of four stages (data collection; data analysis; responses (development of response measures) and repetition of the stage of data accumulation), which reflect the organization of management activities based on predictions that are used during preventive (preventive) activities. In general, the frst two stages involve the sampling and criminal analytical processing of criminogenic information for the preparation of analytical forecasts about the development of events in the future based on them. It was established that it is appropriate to apply three types of interventions: general intervention (increasing resources), specifc intervention in criminal activity and problem-oriented intervention (regarding the specifcs of specifc problems). After interventions have been applied, police offcers must assess the consequences of the intervention, and the cycle repeats itself. Ascertained that the implementation of the model of law enforcement activities of the police based on forecasts (Predictive policing) is a trend in the development of the organization of law enforcement activities based on the wider involvement of analytically processed data in order to prepare qualitative forecasts of the future development of the criminogenic situation with the aim of applying preventive law enforcement measures. The studied model of law enforcement activity is a toolkit, the use of which can contribute to a positive situational impact (increasing the effciency and effectiveness of the actions of police bodies and units) on the state of the criminogenic situation.
