Реформування органів державної влади, що здійснюють валютний контроль

Abstract

Стаття присвячена дослідженню системи органів державної влади, що здійснюють валютний контроль. Розглянуто як чинне національне фінансове, податкове, валютне законодавство, підзаконні нормативно-правові акти та міжнародний досвід формування валютної системи і валютного регулювання. Зазначено, що трансформаційні процеси, що відбуваються в Україні свідчать про необхідність запровадження більш ефективного та результативного державного управління, зокрема шляхом реформування адміністративної системи, шляхом проведення широкомасштабних реформ, що обумовлює суттєву зміну змісту фінансових відносин у державі, удосконалення правового регулювання та контролю. В умовах посилення впливу внутрішніх та зовнішніх викликів у фінансово-економічному середовищі держави зростає значення системи управління державними фінансами як фундаментальної складової для розвитку інших сфер реалізації державної політики. Важливість підвищення ефективності системи управління державними фінансами зумовлена необхідністю постійного розвитку, оновлення та реагування на зовнішнє та внутрішнє середовище, що змінюється. Наголошено, що фінансово-економічна криза виявила значні недоліки у фінансовій системі, що зумовило переосмислення ролі бюджетної системи у регулюванні економічних процесів та необхідність подальшого удосконалення системи управління державними фінансами. Всі органи державної влади та місцевого самоврядування, реалізуючи державну політику, спрямовують діяльність на захист національних інтересів і гарантування кожній особі та суспільству безпеку від зовнішніх та внутрішніх загроз в усіх сферах життєдіяльності держави. Добре організована система державних фінансів має забезпечувати виконання стратегічних, національних і політичних цілей, ефективне використання урядом ресурсів для виконання передбачених функцій, розподіл ресурсів між різними рівнями та сферами діяльності для виконання поставлених завдань; зменшення різниці у доходах, отриманих різними соціальними групами та регіонами, відповідно до мети державної політики. The article is devoted to the study of the system of state authorities that carry out currency control. Considered as valid national financial, tax, currency legislation, subordinate legal acts and international experience of currency system formation and currency regulation. It is noted that the transformational processes taking place in Ukraine indicate the need to introduce more efcient and effective public administration, in particular by reforming the administrative system, by carrying out large-scale reforms, which causes a signifcant change in the content of financial relations in the state, improvement of legal regulation and control. In the conditions of increasing influence of internal and external challenges in the financial and economic environment of the state, the importance of the state finance management system is increasing as a fundamental component for the development of other spheres of state policy implementation. The importance of improving the efciency of the public finance management system is due to the need for constant development, updating and responding to the changing external and internal environment. It was emphasized that the financial and economic crisis revealed signifcant shortcomings in the financial system, which led to a rethinking of the role of the budget system in regulating economic processes and the need for further improvement of the state finance management system. All bodies of state power and local selfgovernment, implementing state policy, direct their activities to protect national interests and guarantee safety to every person and society from external and internal threats in all spheres of the state’s life. A well-organized system of public finances should ensure the fulfillment of strategic, national and political goals, the effective use of resources by the government to perform the prescribed functions, the distribution of resources between different levels and spheres of activity to fulfill the tasks; reducing the difference in income received by different social groups and regions, in accordance with the goal of state policy.
