Економічна безпека суб’єктів господарювання та держави: аспект гарантування фінансово-економічної безпеки пріоритетних галузей національної економіки України

Abstract

Визначено сутнісно-змістові характеристики фінансово-економічної безпеки галузі. Узагальнено концептуальні положення системи управління фінансовоекономічною безпекою галузевих економічних систем. Здійснено аналіз сучасного стану розвитку промисловості та інших галузей реального сектора економіки України як передумови забезпечення їх фінансово-економічної безпеки. Обґрунтовано пріоритетну галузеву структуру національної економіки України в контексті реалізації стратегічних імперативів забезпечення її конкурентоспроможності. Визначено пріоритети та положення державної стратегії забезпечення фінансово-економічної безпеки пріоритетних галузей національного господарства. Здійснено моделювання системних зв’язків фінансово-економічної безпеки та розвитку пріоритетних галузей національної економіки. Сформовано організаційно-управлінський механізм забезпечення фінансовоекономічної безпеки пріоритетних галузей економіки України. Обґрунтовано засоби реалізації економічного механізму формування фінансово-економічної безпеки розвитку високотехнологічних галузей промисловості в стратегії реіндустріалізації національного господарства. Визначено інструменти зміцнення фінансово-економічної безпеки реалізації потенціалу ІТ-сектора в системі цифровізації економіки. Розроблено інструментарій забезпечення фінансово-економічної безпеки у процесі реалізації експортного потенціалу АПК. The essential and substantive characteristics of the financial and economic security of an industry have been determined. The conceptual provisions of the financial and economic security management of industrial economy systems are summarized. Approaches to identification, typological criteria and tasks of development of priority types of economic activity have been developed. Risks and threats to the financial and economic security of the priority sectors of the economy under globalization and neo-industrialization have been identified. A composite assessment of the financial and economic security of the priority sectors of the national economy of Ukraine has been performed. A description of the state policy of ensuring financial and economic security of priority sectors of the national economy is provided. The priority sectoral structure of the national economy of Ukraine is substantiated in the context of the implementation of strategic imperatives to ensure its competitiveness. The priorities and provisions of the state strategy for ensuring the financial and economic security of the priority sectors of the national economy have been determined. Modelling of system connections of financial and economic security and development of priority sectors of the national economy has been carried out. An organizational and management mechanism for ensuring the financial and economic security of priority sectors of the Ukrainian economy has been formed. The means of implementing the economic mechanism for the formation of financial and economic security for the development of high-tech industries in the strategy of re-industrialization of the national economy are substantiated. Tools for strengthening the financial and economic security in realizing the potential of the IT sector in terms of digitization of the economy have been identified. A toolkit for ensuring financial and economic security in the process of realizing the export potential of the agricultural sector has been developed.
