Превентивна діяльність дільничних офіцерів поліції та поліцейських офіцерів громад

Abstract

Стаття присвячена висвітленню одному з найактуальніших питань сьогодення, а саме превентивні поліцейській діяльності дільничного офіцера поліції та поліцейського офіцера громади. Говорячи про дільничних офіцерів поліції та поліцейського офіцера громади та його діяльність, яка полягає у запобіганні злочинам і безпорядкам. Даний офіцер вимагає більш стратегічного підходу до роботи в громаді, оскільки громада та поліція мають ніби об’єднатися та створити партнерство, у якому обидва (члени громади та офіцер) мають спільну мету зробити громаду безпечнішою. Хоча поліцейська діяльність, орієнтована на громаду, є партнерством між поліцією та членами громади, поліція звичайно ж відіграє важливішу роль, оскільки офіцер поліції є основою поліцейської діяльності, орієнтованої на громаду. Профілактична діяльність становить собою багаторівневу систему заходів, що проводяться державними, недержавними органами та установами, громадськими формуваннями та окремими громадянами з метою мінімізації дії або нейтралізації причин, що породжують правопорушення або сприяють їх вчиненню, а якщо розглядати профілактичну діяльність як особливий вид соціального управління, то остання має передбачати зниження рівня інтенсивності процесів детермінації правопорушень, нейтралізацію дії її причин та умов для обмеження правопорушень до соціально прийнятного рівня. Діяльність поліцейського офіцера громади, орієнтовано на громаду, є як філософією, так і організаційною стратегією, яка дозволяє поліції та мешканцям громади тісно співпрацювати у нових способах вирішення проблем злочинності, страху перед злочинністю, фізичних і соціальних розладів і погіршення стану сусідів. Орієнтована на громаду поліцейська діяльність приносить користь не лише громаді а й поліції. The article is devoted to the coverage of one of the most pressing issues today, namely preventive police activities of the precinct police officer and the community police officer. Speaking of precinct police officers and community policing officers and their work to prevent crime and disorder. This officer requires a more strategic approach to working in the community, as the community and the police must come together and form a partnership in which both (community members and the officer) share the goal of making the community safer. Although community-based policing is a partnership between the police and community members, the police naturally play a more important role because the police officer is at the heart of community-based policing. Preventive activity is a multi-level system of measures carried out by state, non-state bodies and institutions, public formations and individual citizens with the aim of minimizing the action or neutralizing the causes that give rise to violations of the law or contribute to their commission, and if to look at preventive activities as a special type of social management, then the latter should provide for a reduction in the level of intensity of the processes of determination of offenses, neutralization of the effects of its causes and conditions for limiting offenses to a socially acceptable level. Community-based community policing is both a philosophy and an organizational strategy that enables police and community residents to work closely together in new ways to address crime, fear of crime, physical and social disorder, and neighborhood deterioration. Community-oriented policing benefits not only the community but also the police. The tasks of a police officer also include cooperation with state authorities and local self-government bodies, as well as, respectively, with the population and public formations formed in accordance with current legislation to protect public order. The purpose of a precinct police officer is to inform the public about the local police department, maintain or increase public trust and confidence in law enforcement, reduce fear of, listen to and address citizens; concerns, and implement community programs and work with community members to solve problems.
