Індикатори оцінки рівня корупції в Україні: глобальний вимір

Abstract

В дослідженні розглянуто необхідність використання глобальних індикаторів оцінки рівня корупції в країні, які визначають пріоритети та напрямки її протидії. З’ясовано, що наслідки корупції та нелегальних фінансових потоків, включаючи їх зв’язок з фінансуванням тероризму є загрозою для безпеки як в Україні, так і на міжнародному рівні. Зазначено, що корупція порушує прозорість та справедливість у фінансовій системі, що ускладнює економічний розвиток. В досліджені наголошено, що проведення системної оцінки індикаторів рівня корупції з відкритих джерел є важливим для отримання об’єктивних даних і оцінки ефективності боротьби з ними. Особлива увага приділяється порівняльному аналізу різних інструментів оцінки рівня корупції на глобальному рівні, що сприяє визначенню пріоритетів та стратегій у цій сфері. Також проаналізовано значення основних інструментів, такі як Індекс сприйняття корупції, Глобальний барометр корупції, Індикатори управління світового банку, Індекс верховенства права, Індекс відкритості бюджету та Індекс ризику корупції. За результатами дослідження проведено оцінку рівня корупції в Україні через призму різноманітних індикаторів, вказано на існуючі прогалини у доступності та прозорості бюджетних процесів, судової незалежності, свободи преси та громадському контролі. Висвітлено необхідність активного залучення громадськості до цих процесів та забезпечення більшої прозорості в діяльності державних структур. Зазначено, що індикатори оцінки рівня корупції надають можливість отримати об’єктивну оцінку ситуації та її динаміку в глобальному контексті. Результати дослідження містять висновки, що Україна активно використовує різноманітні індекси та аналітичні інструменти для оцінки рівня корупції. Використання цих інструментів допомагає визначити тенденції корупції як у публічному секторі, так і серед населення, і є основою для розробки стратегій та механізму мінімізації корупції у всьому світі. Результати оцінки індикаторів рівня корупції в Україні демонструють певний прогрес у боротьбі з корупцією, проте ризики в цій сфері залишаються високими. Для підвищення ефективності боротьби з корупцією пропонується впровадження найкращих практик міжнародних організацій та інших країн через формування міжнародного співробітництва для обміну досвідом та кращими практиками у сфері протидії корупції. Крім того, важливо розробляти та впроваджувати програми навчання та підвищення кваліфікації для фахівців, які займаються аналітикою та протидією корупції. Постійна підтримка наукових досліджень, спрямованих на вдосконалення аналітичних інструментів та методів у протидії корупції, також є необхідною. This study examines the necessity of using global indicators to assess the level of corruption in a country, which determine priorities and directions for its counteraction. It is clarifed that the consequences of corruption and illegal fnancial flows, including their connection to terrorism fnancing, pose a threat to security both in Ukraine and internationally. It is noted that corruption undermines transparency and fairness in the fnancial system, complicating economic development. The study emphasizes that conducting a systematic assessment of corruption level indicators from open sources is important for obtaining objective data and evaluating the effectiveness of counteraction. Special attention is paid to the comparative analysis of various corruption level assessment tools on a global scale, which contributes to identifying priorities and strategies in this area. The signifcance of key instruments such as the Corruption Perceptions Index, the Global Corruption Barometer, the World Bank Worldwide Governance Indicators, the Rule of Law Index, the Open Budget Index, and the Corruption Risk Index is also analyzed. Based on the research results, an assessment of the level of corruption in Ukraine through various indicators is carried out, indicating existing gaps in the accessibility and transparency of budget processes, judicial independence, press freedom, and public oversight. The necessity of actively engaging the public in these processes and ensuring greater transparency in the activities of state structures is highlighted. It is noted that corruption level assessment indicators provide an opportunity to obtain an objective assessment of the situation and its dynamics in a global context. The research results include conclusions that Ukraine actively utilizes various indices and analytical tools to assess the level of corruption. The use of these tools helps identify corruption trends in both the public sector and among the population and serves as a basis for developing strategies and mechanisms to minimize corruption worldwide. The assessment results of corruption level indicators in Ukraine demonstrate some progress in combating corruption, but the risks in this area remain high. To enhance the effectiveness of anticorruption efforts, the implementation of best practices from international organizations and other countries is proposed through the formation of international cooperation for the exchange of experience and best practices in the feld of anti-corruption. Additionally, it is important to develop and implement training and capacity-building programs for professionals engaged in analytics and anti-corruption efforts. Continuous support for scientifc research aimed at improving analytical tools and methods in anti-corruption is also necessary.
