Legal challenges and perspectives of cybersecurity in the system of state governance of Educational Institutions in Ukraine (Scopus)

Abstract

The aim of this research is to provide a detailed analysis of the basics of cybersecurity, defne the essence of cybersecurity and its characteristics in the system of state governance of educational institutions, determine the prospects for such provision, and take into account all possible legal challenges facing such provision. The study used a number of general and special methods of scientifc knowledge, such as the method of systematic analysis and synthesis, the dialectical method, the normative method and the method of studying legal documents. In general, the author identifes the peculiarities of cybersecurity, analyses in detail the current state of cybersecurity in the system of public administration of educational institutions and provides examples of large-scale hacker attacks on universities, the conclusions from which are important for improving the protection of the educational system; outlines the main legal challenges that arise in the course of ensuring cybersecurity of educational institutions and which must be overcome in order to effectively identify and neutralise potential threats; highlights the prospects that arise in this light and which are likely to bring the desired result within the framework of Ukraine’s future European integration. Метою цього дослідження є детальний аналіз основ кібербезпека, визначити сутність кібербезпеки та її характеристику в систему державного управління навчальними закладами, визначити перспективи такого надання та врахувати всі можливі правові проблеми, з якими стикається таке надання. У дослідженні використовувався ряд загальних і спеціальних методи наукового пізнання, такі як метод систематичного аналізу і синтезу, діалектичний метод, нормативний метод і метод вивчення правових документів. Загалом автор виділяє особливості кібербезпеки, детально аналізує поточний стан кібербезпеки в система державного управління закладами освіти та забезпечує приклади масштабних хакерських атак на університети, висновки з які мають важливе значення для покращення захисту системи освіти; окреслено основні правові виклики, які виникають у процесі забезпечення кібербезпеки закладів освіти та які необхідно подолати, щоб ефективно виявляти та нейтралізувати потенційні загрози; висвітлює перспективи які виникають у цьому світлі та які, ймовірно, принесуть бажаний результат рамки майбутньої європейської інтеграції України.
