Проблеми кадрового забезпечення інформаційно-аналітичних підрозділів Національної поліції України

Abstract

На поточний момент система інформаційного забезпечення Національної поліції України проходить складний період реформування. Цей процес визначається переходом на дворівневу організацію підрозділів служби і подальшим впровадженням досягнень у ІТ галузі в діяльність інформаційної служби. В першу чергу це стосується застосуванням хмарних технологій і створення ЦОД (центрів обробки даних), більш широким впровадженням міжвідомчої взаємодії в частині обміну службовими даними, а також широким впровадженням систем відео спостереження. Крім того, постійно триває процес накопичення даних у базах інтегрованої системи Інформаційний портал НПУ (АРМОР). Кількість записів в системі вже тепер налічує десятки мільйонів записів. В той же час принцип обробки даних в системі залишається лінійним–як і в будь-якій інформаційно-пошуковій системі (наприклад, Google). Результатами обробки запитів до системи часто є перелік об’єктів, який налічує тисячі записів. Такі документи в подальшому обробляються суб’єктами запитів вручну, що потребує дуже багато часу і уповільнює процес розслідування. Таким чином, актуальною задачею є застосування не просто інформаційно-пошукових систем, а систем нового покоління–інформаційно-аналітичних, які б скорочували результати запитів до декількох десятків об’єктів. Currently, the information support system of the National Police of Ukraine is going through a difficult period of reform. This process is determined by the transition to a two-tier organization of the service units and the further implementation of achievements in the IT industry in the activities of the information service. First of all, this concerns the use of cloud technologies and the creation of data centers (data processing centers), a wider implementation of interdepartmental interaction in terms of the exchange of service data, as well as the widespread implementation of video surveillance systems. In addition, the process of accumulating data in the databases of the integrated system Information Portal of the National Police of Ukraine (ARMOR) is constantly ongoing. The number of records in the system now already numbers tens of millions of records. At the same time, the principle of data processing in the system remains linear - as in any information search system (for example, Google). The results of processing requests to the system are often a list of objects, which numbers thousands of records. Such documents are subsequently processed manually by the subjects of requests, which takes a lot of time and slows down the investigation process. Thus, the current task is to use not just information search systems, but new generation information and analytical systems that would reduce query results to several dozen objects.
