Проблема удосконалення методики розрахунку рівня економічної безпеки в державному управлінні

Abstract

Обґрунтовано рекомендації щодо підвищення ефективності методики розрахунків інтегрального рівня економічної безпеки у державному управлінні. Запропоновано новий інтегральний індекс економічної безпеки України, розрахований на основі мультифакторної статистичної моделі, орієнтованої на застосування залежності темпу росту ВВП від головних факторів, що переважно характеризують розвиток реального сектора економіки. Доведено, що статистична п’ятифакторна модель адекватно відображає зміни рівня економічної безпеки протягом 2001–2016 років і може застосовуватись у системі державного управління економічною безпекою.The article substantiates recommendations for improving the efficiency of methodology for calculating the integral level of economic security in public administration. First of all, it is indispensable to determine the main indicators characterizing the development of production factors–means of production and labour resources. In fact, it is a question of prioritizing the «Productive Forces» sector and its major and auxiliary indicators. It is namely the «Productive Forces» sector that ensures growth in production performance and services, including exports for the purpose of developing rational volumes of foreign trade.»Superstructure» and «Production Method» (in its relation to the «Economic Relations» section) are equally important elements of the system. The effectiveness of the «Economic Relations» sectioninfluences motivation to raise productivity and labour intensity, increase the share of gross domestic product that is used to create new jobs and reduce unemployment, etc. The effectiveness of the «Superstructure» sector impacts rational policies for tax and banking systems, the quality of the security and defense sector, relations between production and services, the development of education, health and culture, etc. The new integral index of Ukraine’s economic security is built on a multifactor statistical model that is directed towards using the dependence of GDP growth rates on the main factors, which mainly characterize the development of the real sector of the economy. The article underlines that, with the exception of exports, the main factors enhancingthe state’s economic security are gross investments, the number of employees, and the volume of fixed assets. The factor reducing economic security is growth of external public debt. Research studies have shown that the statistical five-factor model adequately reflects changes in the level of economic security in 2001-2016 and can be used in the state managementsystem of economic security.
