Особливості вдосконалення системи управління в діяльності ОВС України

Abstract

З огляду на специфічні завдання ОВС та їх місце в системі державних органів обґрунтовано необхідність виокремлення особливого алгоритму впровадження принципів процесного управління у діяльності органів внутрішніх справ України. Сформульовано вимоги до підвищення ефективності надання адмініс- тративних послуг органами внутрішніх справ на основі використання принципів процесного управління. Розглянуто запровадження системи процесного управління в діяльності органів внутрішніх справ як сукупність стадій, процесів і процедур, додержання яких дає змогу реалізувати принципи управління та досягти позитивного очікуваного результату у сфері надання послуг та підвищити ефективність інших напрямів діяльності ОВС України. Запропоновано алгоритм упровадження процесного підходу в управлінні та комп’ютеризації структур ОВС України. The new quality of organs of internal affairs management in relation to the fulfillment of its core functions (crime control and public order protection) is achieved by improving the structure and functions of both central and local authorities. The specific tasks of the OIA and their place in the system of state bodies stipulate the need to select a special algorithm for implementing the principles of process management in order to achieve the goal of improving the efficiency and effectiveness of the bodies of the internal affairs.In order to increase the efficiency of the provision of administrative services by the internal affairs authorities of Ukraine, it is expedient: develop procedures and standards for the provision of administrative services; District functions between the territorial bodies of internal affairs, which directly provide administrative services to citizens, and the Ministry of Internal Affairs of Ukraine (hereinafter – the Ministry of Internal Affairs); distinguish units involved in operational search activities and units providing administrative services to the populationIn the implementation of projects in which processes play a major role, it is mandatory to determine: project objectives, project implementation plan, project implementation method, project control and acceptance. The requirements for improving the efficiency of providing administrative services by the bodies of internal affairs of Ukraine are formulated based on the use of the principles of process management. The algorithm of implementation of the process approach for the management and computerization of OIA structures is presented.The introduction of the process management system in the affairs of the bodies of internal affairs is defined as a set of stages, processes and procedures, observance of which will allow to implement the principles of management and achieve a positive expected result in the field of service provision and increase the efficiency of other areas of activity of the OIA.
