Професійна деформація працівників органів внутрішніх справ України: історіографія та феноменологія

Abstract

Викладено узагальнення щодо оцінки сутності негативного феномена професійної деформації працівників ОВС України, її тенденцій. Розглянуто питання значення оптимізації діяльності керівництва МВС України як методу запобігання та протидії професійній деформації. За результатами компаративістичного аналізу екстраговано комплекс факторів, що детермінують інтенсифікацію негативних проявів професійної деформації працівників міліції, та виокремлено практичні методи нейтралізації її активності. На основі узагальнень правової доктрини запропоновано інноваційний концепт інтерпретації феномена «професійна деформація працівників ОВС України». Професійна деформація працівників ОВС існувала завжди, в різних формах, детермінуючись різними чинниками, діючи в різних політичних та соціально-економічних умовах. Проблема виникнення і розвитку сучасних різновидів професійної деформації працівників ОВС не обмежується правовим і психологічним аналізом. Важливими є зміна параметрів соціального простору і аналіз системних чинників, які його визначають. The article summarizes the evaluation of the negative nature of the phenomenon of professional deformation of law enforcement workers of Ukraine and its trends. The problem of optimizing the value of leadership activity of the Min-istry of Internal Affairs of Ukraine as a method of preventing and combating professional deformation. By the results of the comparative analysis a set of factors that determine the intensification of the negative effects of professional deformation of police are extracted and the practical methods of neutralizing its activity are singled out. On the basis of generalizations of legal doctrine the innovative concept of interpretation of the phenomenon of "professional deformation of law enforce-ment workers of Ukraine" is proposed. The nature of professional deformation, its determinants, depending on the content of concepts and conceptual foundations of thinking and research are defined. In particular, the integrated use of the theory of normative description of psychological theories of personality theory and professional ethics and deontology allows to understand the uniqueness of the phenomenon of professional deformation, its dynamics and trends. System approach to the study of professional deformation of law enforcement workers reveals the internal mechanism not only of the individual components (macro or microsystem determinants of professional deformation of law-enforcement workers), but their relationship at different levels. Thus, an opportunity to identify meaningful and substantial institutional "layering" phenomenon, deep dialectical relationship and interdependence of substantial meaningful parts, structures and functioning of professional deformation of law enforcement workers as a whole complex organism is given. In turn, the systematic study of the phenomenon of professional deformation of law enforcement workers is impossible without the use of synergetic approaches. Synergetic vision comes from the nonlinearity of multiple-factor processes occurring in the community and the police, in particular, the fundamental instability of any social system. Research of any legal problems can only claim the truth when it is provided by adequate methodology. Methodology is not only the knowledge but also primarily reflective individual projects, plans, models, certain principles, attitudes, formed by the process of life, integrative experience that define subjective checked for validity. The criterion for current evaluation of the chosen methodology is the practice of realization and recognition of creative approaches of other researchers. However, the methodology requires the involvement of related scientific knowledge (especially at the intersection of science) to combine theory and practice to study the alternative (even multiple) point of view of the researcher. And the alternative position under the contract practice needs systemic worldview. Therefore, systematic methodology is not only theory of the formation of abstract concepts, the structure, properties, components and relationships between them, but the procedure of including elements of the system to its members to identify patterns. Methodology is an integral phenomenon that combines a number of components, namely general theoretical outlook and fundamental concepts, laws and general philosophical categories, common and general scientific methods. Giv-ing the common approach to scientific knowledge, it is also necessary to bear in mind the fact that some scientific problems require more thorough, methodologically calibrated relevance to their study, as they are complex and multidimensional. And the phenomenon of «professional deformation of law enforcement workers concerns this problem».
