Корупція в Україні: проблеми оцінки та методи протидії у контексті зміцнення економічної безпеки держави

Abstract

Визначено основні проблеми протидії корупції та тіньовій економіці в системі зміцнення соціальної компоненти економічної безпеки України. На підставі емпіричних досліджень з використанням програмних пакетів MS Excel, Statistiсa 8,0, Curxpt 5,0 заналізовано стан корупції, тіньової економіки і рівня якості життя населення задля пошуку шляхів протидії тіньовій економіці та корупції й зміцнення соціальної компоненти економічної безпеки держави. Здійснено оцінку рівня корумпованості суспільства й доведено вплив посилення корупції на рівень тіньової економіки й соціальну компоненту економічної безпеки України. З метою виявлення передумов виникнення корупції, пошуку методів протидії їй та зниження рівня тіньової економіки запропоновано використання економіко-математичних методів і моделей під час формування стратегічних перспектив виходу зі соціально-економічної кризи. The article outlines the key problems of corruption and shadow economy within the system of strengthening of the social component of Ukraine’s economic security. Different approaches to the interpretation of the term “corruption» have been suggested. Further attempts are made to position corruption and the shadow economy in the system of state economic security and provide analytical assessment of the index of perception of corruption and the shadow economy. Corruption, shadow economy, and the quality of life were studied on the basis of empirical research using software packages MS Excel, Statistisa 8.0, Curxpt 5.0 in order to find ways of combating the shadow economy and corruption and strengthening the social component of state economic security. Based on economic and mathematical calculations, the level of corruption in society has been assessed, and an impact of corruption on the indicators of the shadow economy and the social component of Ukraine’s economic security has been established. The status of Ukraine’s state economic security has been analysed to provide a forecast for this indicator through 2018. Calculations have been conducted to determine corruption perception index in the community along with the analysis of this indicator and its predicted value in strategic perspective. The priority tasks of the state and the basic principles of anti-corruption efforts have been identified. It has been demonstrated that efforts should be focused on finding ways to counter illegal and unlawful acts to achieve an effective regulation of economic safety, the shadow economy, and corruption and provide an adequate standard of living. Under such conditions, taking into account the post-crisis acroeconomic constraints, it will be possible to form positive social trends, create socio-economic conditions of the functioning of society, enhance the well-being of its members, ensure social justice, and maximize targeted use of limited financial resources for economic and social policies. In order to identify the prerequisites for corruption, find methods to combat it, and reduce the shadow economy, the use of economic and mathematical methods and models in the formation of strategic prospects for overcoming the social and economic crisis has been suggested.
