Застосування проблемно-цільового підходу у зміцненні економічної безпеки цукрової галузі України

Abstract

Обґрунтовано можливість використання проблемно-цільового підходу для зміцнення економічної безпеки цукрової галузі України. Запропоновано теоретичний підхід до моделювання цілей процесу зміцнення економічної безпеки галузі шляхом аналізу показників її розвитку, які виражають рівень галу- зевого забезпечення економічної безпеки. Підкреслено прикладний аспект забезпечення економічної безпеки держави, що розкривається через запропоновані заходи подолання загроз економічній безпеці цукрової галузі України. Integrated system strengthening economic security of the sugar industry involves the use of various tools of organizational and economic mechanism based on the hierarchy of threats. The way to strengthen economic security is program-target method. This method involves multiple objectives analysis process to enhance its level of economic security and analysis of problems arising in the industry. The study of relationships between elements of problem-based approach to strengthen economic security industry has the following components: threats; forecast; objectives; resources and activities. Conceptual features the use of problem-based approach to strengthen economic security is the creation and implementation of a comprehensive system of intra planning and forecasting purposes and performance, competitive allocation of resources between programs and projects, and monitoring the achievement of the results of their work with determination responsible for failure problems. The instrument of strengthening economic security is the implementation of organizational and economic, technological, organizational, economic, investment and other programs tasked with addressing the threats that have impact on the resource, market, social innovation and investment security component industry.
