Механізм забезпечення економічної безпеки в системі економічної безпеки держави: теоретичний аспект

Abstract

Розглянуто теоретичні аспекти функціонування механізму забезпечення економічної безпеки в системі економічної безпеки держави, внутрішня структура якого представлена методами, важелями, інструментами та відповідним забезпеченням (правовим, нормативним, інформаційним, кадровим і фінансовим). Зазначено, що механізм забезпечення економічної безпеки є своєрідним вмонтованим пристроєм багатофункціонального призначення, за допомогою якого суб’єкти безпеки гарантують безпечний стан і розвиток усіх об’єктів безпеки. Акцентовано увагу на прикладному аспекті механізму забезпечення економічної безпеки держави, що розкривається через функції, які він виконує. Окреслено економічний зміст інформаційної, попереджувальної (превентивної), практичної, прогностичної, регулювальної, захисної, контрольної функцій механізму забезпечення економічної безпеки держави. The theoretical aspect of economic security in the state’s system of economic security is analyzed. It is noted that the most important place in the system of economic security is taken by the mechanism of economic security (or threats opposing mechanism) which internal structure is represented by methods, levers, instruments and corresponding support (legal, regulatory, information, personnel and financial). Along with this, the mechanism of economic security is a kind of integrated multi-purpose device by which subjects ensure safety and safe development of all security objects. Emphasized is the issue of the effectiveness of the economic security that should be considered on two levels: strategic, i.e. suggesting adoption of conceptual perspective solutions to comply with an adequate level of safety and security of economic discipline in the country; tactical, i.e. covering a range of preventive measures and elimination of threats at the determined timeframe. A peculiarity of the economic security mechanism is that it can expand the arsenal of tools used under the revised or changed goals and objectives, the outlined strategy and tactics of guaranteeing the economic security; it has an adaptive character, i.e. is able to adequately reflect changes caused by the adjustment of strategic guidelines and national priorities, macroeconomic policy and so on. A peculiarity of the economic security mechanism is that it can expand the arsenal of tools used under the revised or changed goals and objectives, the outlined strategy and tactics of guaranteeing the economic security; is adaptive, i.e. capable of adequately reflect changes caused by the adjustment of strategic guidelines and national priorities, macroeconomic policy and so on. The attention is focused on the applicative role of the mechanism of economic security which is revealed through the functions it is performing. Outlined is the economic content of informative, preventive, practical, predictive, adjusting, safety and monitoring functions of the mechanism of economic security.
